Job summary

Central Florida Regional Transportation Authority (LYNX) is seeking a Transit Safety & Program Specialist to develop and evaluate safety programs for bus operations and workplace safety. The role conducts inspections, investigates incidents, and ensures compliance with federal, state, and local safety regulations.

The position requires a bachelor’s degree in a safety-related field, at least four years of workplace safety experience, and a valid Florida driver’s license.

Qualifications

• Bachelor’s degree in occupational safety, safety engineering, industrial engineering, public safety, or related field.
• Minimum of four years of experience in workplace safety and accident mitigation programs in transportation or related industry.
• Directly related experience may substitute for the required education on a year-for-year basis.
• Must possess a valid Florida driver’s license and safe driving record.

Responsibilities

• Investigates incidents involving the public and employees, determines causes, and provides solutions and reports to regulatory agencies.
• Implements and monitors occupational health and safety programs ensuring compliance with laws and regulations.
• Analyzes trend data to identify root causes and reduce costs.
• Conducts safety training programs and develops safety policies and procedures.
• Reviews and revises safety manuals and creates required reports.
• Generates safety communications and conducts safety campaigns.
• Develops a communication network with safety and health professionals at other transportation agencies.
• Participates in committees and attends meetings related to health and safety.
• Acts as an in-house consultant on safety, health, and environmental issues.
• Provides emergency support to local counties’ Offices of Emergency Management.

Position Overview :

The Transit Safety & Program Specialist, also known as a Safety Officer at LYNX performs advanced professional work in the development, implementation, coordination, and evaluation of safety programs supporting bus operations and workplace safety. This position conducts safety inspections, accident and incident investigations, regulatory compliance reviews, risk assessments, employee safety training, emergency planning, and safety audits. The specialist analyzes trends and root causes, identifies hazards, recommends corrective actions, and develops policies and procedures that promote safe transit operations and compliance with federal, state, and local safety regulations.

This is a transit and occupational safety position and is not a security officer or law enforcement role.

Ensures compliance with LYNX safety programs and regulatory agencies including but not limitedtoU.S. Department of Transportation (DOT), Federal Transit Administration (FTA), National Transit Database (NTD), Florida Department of Motor Vehicles (DMV), and Florida Highway Patrol (FHP).

Video and Electronic Security:

Overseesvideo evidenceand facility accessprograms;maintainslogs andassistswith training.

OperationalSafety:

Reviews video footageof events occurring on LYNX buses;conductsaccidentinvestigations andprovides on-call coverage for emergencies.

Industrial Safety:

Analyzeswork-related injuries, conducts safety audits, and trains employees.

Environmental Safety:

Conducts worksite evaluations, ensures compliance with standards, and oversees environmental inspections.

OccupationalHealth andSafety:

Supports safety audits,managesrandom drug testing, and ensures compliance with OSHA standards.

Required Qualifications:

• Bachelor’s degree from aregionally or nationallyaccreditedinstitution inoccupationalsafety,safetyengineering, industrial engineering, public safety,orrelatedfield.
• Minimum of fouryearsof experienceinworkplace safety and accident mitigation programsin transportationor related industry.
• Additionaldirectly relatedexperience beyond the minimum requirement may substitute for the required education on a year-for-year basis.
• Mustpossessa valid Florida driver’s license and safe driving record.

• On call 24 hours/7 days a week. Must work outside regular business hours depending upon the demands of the job, and in usual or emergency situations. May berequiredto work nights,weekendsand holidays.
• Mustbe willing to travel locally to any LYNX facility, and any location within the LYNX service area.

The Agencyanticipatesthat this position’s incumbent must be available throughout the workday and, on some occasions, after regular work hours. Therefore, as a condition of employment, the incumbent will be issued a cell phone and must adhere to the agency’s Wireless Communication Policy.

This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, will be asked to work during these emergencies or disasters. Therefore, mission critical team membersare required toprepare their homes and family for the impending emergency at least 48 hours in advance.
