Job description

Under the general supervision of the Senior Manager, Recruitment and Workforce Development, the Employee Development Specialist coordinates safety training, facilitates post-accident and incident training for bus operators and other employees who operate a bus, assist in training CDL and Non-CDL, and undertakes other team support activities within workforce Development.

  • Coordinate and deliver safety training for bus operators regarding accident prevention, post-accident/incident, return-to-work, behind the wheel training, and compliance procedures according to JTA, state and federal standards.
  • Oversee the DriveCam Program and Bus Simulator to provide coaching/training around risky driving behaviors.
  • Coordinate with Operations to facilitate training based on disciplinary processes regarding driving and safety issues according to the appropriate collective bargaining handbook.
  • Work to identify safety issues and recommend safety action plans to correct any area(s) of noncompliance and work with Operations, management, Safety and Security, and Maintenance to implement such plans.
  • Prepare and maintain safety related training records for behind the wheel, return to work, post-accident, and other training.
  • Prepare monthly and ad hoc reports on training and safety outcomes used to populate department metric dashboards.
  • Analyze data to identify trends for process improvement in fixed route training, post-accident/incident, safety and other areas as needed.
  • Conduct and document semi-annual behind-the-wheel operator evaluations and bus operator refresher training every two years.
  • Drive and teach operators how to navigate the buses.
  • Work with the training team to design and implement new training programs as needed.
  • Cross train with fixed route, post-accident/incident, return to work, and behind the wheel training.
  • Work collaboratively with the Safety & Security, Transit Operations, Skyway, Vehicle Maintenance, and Human Resources departments to ensure consistent delivery of alerts, notices and reports.
  • Work with key stakeholders to uphold Safety Management Systems (SMS) rules and regulations.
  • Prepare and distribute teaching aids such as handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works as needed.
  • Assist with new employee onboarding, compliance training, and employee refresher training as needed.
  • Perform other duties as assigned.
Minimum Qualifications
  • Associate's degree in human resources, training, or related field, from an accredited college or university.
  • Three (3) years of training-related experience in safety and/or passenger bus training, including presentation and curriculum development. An equivalent combination of education and experience may be substituted for the degree requirement.
  • Florida Commercial Driver's License (CDL) Class “A” or “B” with Passenger endorsement for five (5) or more years.
  • A minimum of four (4) years of transit bus driving experience with CDL and Passenger endorsement is required.
Preferred Qualifications
  • Advanced degree with prior experience in safety, driving, and/or transit programs.
  • A commercial driver's license (CDL) trainer certificate.
  • TSI, Smith System, Safety Management, Certifications.
Knowledge, Skills and Abilities
  • Working knowledge and/or ability to take on and learn aspects of Federal Transit Administration (FTA) Safety Management Systems (SMS) rules and regulations and Federal Motor Carrier Safety Administration (FMCSA), and Florida Highway Safety and Motor Vehicles (FHSMV).
  • Broad knowledge of OSHA, HIPAA, and related state and federal regulations.
  • Working knowledge or familiarity with the Smith System of Driving.
  • Understanding of adult learning methods.
  • Knowledge of various software programs/databases used to track and archive training information.
  • Skilled in needs analysis and designing technical leader’s guides and student guides.
  • Skilled in developing/presenting technical communication and educational materials in written, oral, diagram or schedule form.
  • Knowledge of employee and labor relations and experience working with union employees.
  • Strong analytical and problem-solving skills.
  • Effective communication skills, both orally and in writing, with employees of all levels within an organization.
  • Active listening and interpersonal skills.
  • Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel, Word, PowerPoint, SharePoint, Teams and other technical software/databases.
  • Must be extremely organized and able to prioritize work assignments.
  • Ability to work independently with minimal supervision and effectively in a team environment.
  • Ability to read and interpret documents such as technical data, safety rules, operating and maintenance instruction and procedure manuals.
  • Ability to handle multiple priorities and work under pressure and time constraints.
Work Environment/Physical Demands

The Employee Development Specialist is an in-office position requiring collaboration with colleagues and interaction with customers. Physical demands may include: keyboard/typing/using a computer mouse, repetitive motion, and sitting for prolonged periods.

Driver’s License – The position description will specify whether a driver’s license is required and the acceptable class of license. Unless an exception under Florida law exists, a nonresident must obtain a Florida driver’s license within 30 days of hire. If a driver’s license has a corrective lens restriction, the employee must wear corrective lenses when operating any vehicle for work purposes. Suspended or revoked licenses, work permits, and certain restricted licenses are not acceptable.
