Job summary

The Federal Transit Administration seeks a Program Analyst (Safety Promotion) to design, develop, and evaluate transit safety educational content and training systems for internal use and for the transit industry.

The ideal candidate has ISD experience, familiarity with learning management systems, and strong communication and training design skills to support safety programs across the agency and external partners.

Qualifications

• Experience applying Instructional Systems Design (ISD) models and program evaluation to develop training materials and curricula.
• Experience advising internal and external stakeholders on training initiatives and collaborating to resolve curriculum issues.

Responsibilities

• Design professional educational products covering topics such as management systems integration, SMS implementation planning, safety performance criteria, performance-based decision-making, and safety data/risk reporting.
• Lead and conduct educational improvement initiatives using modern teaching, learning, and evaluation methods, including context assessment, learning design frameworks, and impact evaluation.
• Assess FTA safety training courses for revision to align with Safety Program rules and evaluate offerings for continual improvement.
• Design, develop, and implement training materials and curricula for instructor-led, online, and blended learning using ISD methods.
• Consult with FTA program offices and industry experts to identify gaps in safety-related training.
