Job summary

Raytheon Tucson seeks an experienced Proposal Manager to lead the timely development and submission of DoD bids from a cross-functional team. You will ensure compliance, unit cost and schedule alignment, and competitive BOE content for critical programs.

Key responsibilities include developing compliant proposal plans, coordinating inputs across Engineering, Estimating, Operations, and Contracts, and coaching SMEs on BOE structure. Onsite role with relocation support.

Qualifications

• Typically requires a University Degree or equivalent experience and a minimum of 8 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 5 years’ experience
• Prior experience developing complex, compliant proposals in technical or defense environments
• Prior experience with the DoD acquisition processes, including FMS and DCS
• Prior experience working with and/or leading cross-functional teams

Responsibilities

• Execute timely development, analysis, and completion of proposals through collaboration with cross-functional teams.
• Ensure proposals meet compliance, quality, schedule, and affordability targets for Raytheon and the customer.
• Develop compliant proposal plans, outlines, cost volume documents, artifacts, and content structures that are aligned with RFP requirements.
• Coordinate inputs across Engineering, Estimating & Pricing, Operations, Program Management, Supply Chain, Contracts, Finance, etc.
• Manage proposal schedules, milestones, deliverables, and formal review cycles. Escalate critical path tasks when needed.
• Assist teams with SOW redlines, pre-RFP preparations, and proposal kickoffs. Coach SMEs on BOE development and narrative structure.
• Facilitate proposal walk-throughs with customers, fact-finding, and negotiation preparation.
• Provide clear written and oral status updates through trackers, briefings, and presentations.
• Build and maintain strong networks and relationships with internal and external stakeholders to support proposal development.
• Display strong communication, influence management, and presentation skills across all levels of leadership.
• Establish and maintain a positive team environment.
• Travel up to 10% as required.
