Job summary

Verra Mobility is seeking a Learning & Development Consultant to lead the learning, knowledge management, and role-readiness framework for Title & Registration (T&R) operations. The role owns the training lifecycle from onboarding and role-based training through certification, annual recertification, knowledge governance, and continuous capability development across Sun City, AZ and other locations.

Qualifications

• Bachelor's degree or equivalent combination of education and relevant work experience.
• 5+ years of progressive experience in learning and development, training, operations, instructional design, knowledge management, or related field; leading programs preferred.
• Proficiency with Articulate 360 authoring tools for interactive digital learning and assessments.
• Hands-on experience administering or managing an LMS, including assignments, reporting, and governance.
• Experience designing and managing certification or annual recertification programs, proficiency assessments, and retraining.
• Experience facilitating formal individual and group training in virtual and in-person environments.
• Strong instructional design, adult learning, facilitation, presentation, and written communication skills.

Responsibilities

• Lead the L&D framework across all T&R locations, establishing standards for readiness, curriculum, certification, and knowledge management.
• Coordinate contractor onboarding and role-specific training with HR and Operations.
• Design, develop, and maintain instructor-led, virtual, and digital learning using Articulate 360 and other approved tools.
• Administer and manage the LMS, including course setup, assignments, learner records, completion tracking, reporting, governance, and audit readiness.
• Build and manage role-based certification and annual recertification programs with assessments and governance by role.
• Facilitate formal individual and group training, train-the-trainer sessions, workshops, and retraining based on needs.
• Own governance of training materials, SOPs, job aids, knowledge articles, and learning repositories.
• Partner with Operations and SMEs to develop client-specific work instructions and process documentation.
• Establish learning effectiveness measures and dashboards using data to identify capability gaps and improve outcomes.
• Collaborate with site leaders to assess learning needs and translate changes into learning solutions.
• Provide multi-site learning support across Sun City, AZ; San Antonio, TX; St. Pete, FL; and Bradenton, FL.
• Lead learning and change-readiness for State Expansion initiatives, and support T&R Modernization and DMV modernization efforts.
