Position Summary

The Part-Time Testing Coordinator serves as the school-level point of accountability for the planning, security, administration, and reporting of all state, federal, and local assessments given at Scotland Early College High School. This position ensures that every assessment activity — from ordering and storing secure materials to administering, collecting, and returning them — is carried out in strict accordance with the North Carolina Department of Public Instruction (NCDPI) Testing Code of Ethics, NCDPI test administration manuals, and Scotland County Schools Board policy. The Testing Coordinator works closely with the Principal, the District Test Coordinator, School Information Management System (SIMS) staff, EC/504 case managers, and classroom teachers to protect test security, uphold testing integrity, and ensure valid, reportable results for all students.

Essential Duties and Responsibilities
  • Serve as the school's primary liaison to the District Test Coordinator and NCDPI on all matters of test administration, security, and reporting.
  • Develop and distribute the school's master testing calendar and daily testing schedules for all state- and locally-mandated assessments (e.g., NC End-of-Course, NC Check-Ins, ACT, ACT WorkKeys, PSAT/SAT, NC Extend 2, WIDA ACCESS, CTE post-assessments, and local benchmarks).
  • Order, receive, inventory, distribute, collect, and return all secure test materials, maintaining an unbroken chain of custody and secure storage in a locked, limited-access location at all times, consistent with NCDPI security requirements.
  • Recruit, assign, and coordinate training for all test administrators, proctors, and monitors, ensuring every individual signs and follows the NCDPI Test Administrator/Proctor Test Security Agreement prior to handling secure materials.
  • Conduct or coordinate required test administration and security training sessions for staff before each testing window, documenting attendance and completion.
  • Ensure appropriate testing accommodations are scheduled and implemented for students with IEPs, 504 Plans, and EL/multilingual learners in accordance with each student's documented plan and NCDPI accommodations policy.
  • Coordinate make-up testing, alternate settings, small-group and individual administrations, and any needed accessibility features or assistive technology.
  • Monitor testing rooms and administration practices throughout each testing window to identify and correct procedural concerns before they become security violations.
  • Investigate, document, and immediately report any suspected testing irregularities, security breaches, or ethics violations to the Principal and District Test Coordinator, in accordance with NCDPI incident-reporting procedures.
  • Ensure accurate student enrollment, demographic, and test-eligibility data is verified in the student information system prior to each administration.
  • Coordinate scanning, packaging, and timely return of answer documents and secure materials to the district in accordance with NCDPI shipping and return deadlines.
  • Assist the Principal and District Test Coordinator in the analysis and communication of school-level assessment results to staff, students, and families.
  • Maintain all required testing documentation (security checklists, seating charts, irregularity reports, training rosters, accommodation logs) for the retention period required by NCDPI and the district.
  • Stay current on changes to NCDPI testing policies, administration manuals, and the annual Testing Code of Ethics, and communicate updates to school staff in a timely manner.
  • Perform other testing-related duties as assigned by the Principal or District Test Coordinator.
  • Other duties as assigned by supervisor.
Minimum Qualifications
  • High school diploma or equivalent required; Associate's or Bachelor's degree preferred.
  • Prior experience with school-based testing administration, data/records management, or school operations preferred.
  • Working knowledge of, or willingness to be trained on, NCDPI testing policies and the NCDPI Testing Code of Ethics.
  • Strong organizational skills and demonstrated ability to manage confidential materials with a high degree of accuracy and discretion.
  • Proficiency with student information systems, spreadsheets, and standard office software.
  • Ability to pass all required background checks in accordance with Scotland County Schools policy.
Knowledge, Skills, and Abilities
  • Thorough understanding of test security protocols, chain-of-custody procedures, and confidentiality requirements.
  • Ability to train and supervise staff on testing procedures and security responsibilities.
  • Strong attention to detail and ability to follow detailed procedural manuals precisely.
  • Excellent organizational, scheduling, and time-management skills, particularly during high-volume testing windows.
  • Effective written and verbal communication skills for coordinating with staff, families, and district/state personnel.
  • Sound judgment and the ability to act decisively and appropriately when responding to testing irregularities.
Physical Requirements and Working Conditions
  • Ability to lift and carry boxes of testing materials (up to approximately 25 lbs.).
  • Ability to move throughout the building to monitor testing rooms for extended periods, including standing and walking.
  • Work hours fluctuate seasonally, with significantly increased hours during state testing windows (e.g., fall EOC, winter Check-Ins, and spring EOG/EOC/ACT administrations).
