We are seeking a Part-Time Operations & HR Specialist to join our organization with a flexible schedule of 25-30 hours per week on a temporary 1 year agreement. This is mostly a remote position however we prefer you are in Portland, Oregon or Richmond, Virginia.

JOB SUMMARY
The Operations & HR Specialistprovides administrative, operational, and HR support across the organization. They assist with maintaining organizational systems, supporting employee onboarding and recordkeeping, coordinating internal communications, and helping ensure smooth day-to-day operations. Working closely with the Chief Executive, they help uphold office procedures, support compliance and reporting processes, and streamline internal workflows across departments.
Duties and Responsibilities include, but are not limited to:
Administration and Executive Support:
- Executive Support: Provide administrative assistance to the Chief Executive and senior staff, including scheduling, document preparation, and internal communications.
- Internal Communications: Coordinate monthly bulletins, staff memos, and project updates to ensure clear communication across the organization.
- Reporting and Data Management: Prepare reports and compile data for internal use, Board updates, and grant reporting.
- Administrative Operations: Assist in developing and improving workflows, procedures, and office systems for greater efficiency.
- Meeting and Event Coordination: Manage scheduling, programming, and logistics for SCRAP virtual summit all-staff meetings and staff training.
- Project Management: Research and implement special projects and cross-departmental initiatives as assigned.
Human Resources:
- Strategic Workforce Planning: Align HR strategies with SCRAP’s goals to address workforce needs and support future growth.
- Recruitment and Talent Management: Oversee recruitment, hiring, onboarding, and offboarding processes to ensure smooth transitions for all staff members.
- Privacy - TermsPayroll, Compensation, Benefits, and Employee Records: Administer bi-weekly payroll, manage employee benefits, and ensure competitive compensation programs.
- Health, Safety, and Compliance: Ensure compliance with labor laws and workplace safety regulations across all sites.
- Employee Development: Implement training and development programs to enhance employee skills and foster professional growth.
- HR Operations: Manage HR functions to ensure efficient processes and a positive organizational culture.
- Employee Relations: Address workplace issues and foster positive relationships among team members.
- Performance Management: Oversee performance evaluation processes, providing feedback and guidance for staff growth.
- Career & Succession Planning: Support staff in their career development and ensure succession planning for leadership roles.
- Company Culture: Promote a positive, inclusive, and engaging work environment.

Education and Experience:
- Associate or Bachelor's Degree preferred.
- Two years of experience in administrative, operations, or human resources support roles.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
