Job summary

WinnCompanies is seeking a Temporary Rotating Property Manager to support multiple affordable housing properties in Chico, CA. You will manage, market, and maintain the property and residents while meeting financial objectives for the owner and manager.

The role includes coordinating budgets, rent actions, and regulatory compliance. The position pays $26.00–$28.00 per hour, with typical hours 8:00 AM–5:00 PM, Monday–Friday.

Qualifications

• Experience with property management processes and regulatory standards.
• Familiarity with rent setting, renewals, and evictions procedures.
• Experience managing large teams and budgets.
• Strong customer service and communication skills.

Responsibilities

• Collaborate with senior management to set rent levels.
• Review rent schedules and increases.
• Lead the property team to achieve optimal occupancy.
• Process move-ins, move-outs, and recertifications.
• Approve rental applications following standards and laws.
• Ensure marketing and reporting complies with policy.
• Oversee tenant file accuracy and compliance.
• Maintain state/federal program compliance at sites.
• Oversee property and grounds maintenance.
• Direct maintenance programs and controls.
• Report incidents and injuries per policy.
• Resolve resident issues promptly per site guidelines.
• Prepare annual budgets for senior management approval.
• Provide accurate financial reporting and monthly variance reporting.
• Solicit bids and manage PO and invoices per policy.
• Ensure timely rent collection and deposits per local laws.
• Screen, hire, and train staff per directives.
• Promote staff development through PDP and trainings.
• Conduct weekly staff meetings.
