Job summary

ATN International seeks a Government Program Manager to oversee federal and state funding compliance and drive efficient program implementation across grants and reports.

The role requires 4–6 years in government program compliance within telecommunications (E-Rate, Lifeline, High Cost) and hands-on grant management, audits, and reimbursements. Remote work is possible; ET/CT hours preferred.

Qualifications

• Minimum years experience: 4-6 years.
• Associate degree required.
• Experience in telecommunications preferred.
• Experience with federal USF program compliance or broadband grant programs.

Responsibilities

• Act as the day-to-day internal point of contact for program management and guidance on program rules.
• Review and document compliance requirements for each grant and program; coordinate with project managers.
• Perform account and project billing/invoicing reviews and prepare reimbursement filings with back-up documentation.
• Maintain knowledge of service offerings and funding programs related to ETC and ILEC.
• Track program requirements and deadlines; provide regular progress updates to stakeholders.
• Lead documentation gathering for federal program audits and ensure timely filings.
• Oversee compliance objectives for broadband expansion and reporting (HUBB reporting a plus).
• Analyze data and generate high-level Excel reports (pivot tables, lookups).
• Perform other duties as requested.
