The City of Tucson is seeking a Technology Systems and Business Analyst to support the Planning and Development Services Department. The role focuses on assessing business needs and delivering technology solutions to improve service, data management, and customer experience.
As a SME for core systems like EPL, you will coordinate with IT, vendors, and users to implement improvements, create documentation, and provide training.
The highest scoring applicants will be invited to participate in interviews on November 9 & 10, 2026. Local candidates will participate in person, while out-of-state candidates will have the option to participate virtually via Microsoft Teams. In-person hiring interviews may be conducted on November 18, 2026.

Relocation expenses will not be provided for this position. Candidates are responsible for all costs associated with relocating to the Tucson area, if applicable.
The Technology Systems and Business Analyst position at the City of Tucson’s Planning and Development Services Department manages and supports the department’s technology needs. This position serves as a subject matter expert responsible for assessing business and operational needs and identifying technology solutions that improve service delivery, efficiency, data management, and customer experience. The position coordinates across departments, vendors, and internal and external users to ensure technology systems support current and future business needs. Work is performed under the supervision of the Business Operations Administrator. This position does not supervise.
Mostly office environment. The position may occasionally work in other City facilities or field locations. Work schedule may include early mornings nights, weekends, holidays, and overtime. All duties and responsibilities listed are subject to change.
