Job summary

Blue Shield of California is seeking a Technology Business Management Specialist, Principal in our Information Technology department. This role focuses on strategic planning, governance, and executive communications to align IT initiatives with business objectives.

Reporting to IT Applications leadership, you will drive strategic programs, budget planning, and cross-functional collaboration with Finance, HR, Product, and Engineering to deliver measurable outcomes.

Qualifications

• Requires excellent verbal and written communication and program/project management skills.
• Experience communicating at an executive level and coordinating across multiple stakeholders.
• Ability to translate strategy into governance, operating cadence, and leadership materials.
• Strong leadership, strategic thinking, and ability to drive alignment across teams.

Responsibilities

• Plan and implement complex programs spanning multiple business areas and initiatives.
• Ensure programs align with organizational goals and objectives.
• Facilitate annual strategic planning, budgeting, and forecasting with Finance partners.
• Serve as liaison across business, Product, Engineering, Finance, HR, and external vendors to drive priorities.
• Develop executive communications and governance structures to support leadership decisions.
• Identify risks and gaps, and drive timely leadership decisions.
• Lead workforce planning, vendor strategy, and investment trade-offs.
