Virginia Tax seeks a Technical Team Lead to steer technology strategy and modernization of tax processing systems in Richmond with a hybrid schedule (3 days in-office, 2 days remote).

We require strong Angular and Spring Boot experience, Oracle SQL proficiency, and prior government‑sector work. Eligible for the Virginia Retirement System and other state benefits.

Qualifications

  • Proficiency in Angular for UI development.
  • Proficiency in Spring Boot for backend API design and implementation.
  • Hands‑on experience integrating applications with Oracle databases and writing complex SQL.
  • Experience analyzing specs, writing high‑quality code, and performing unit tests.
  • Experience with Agile or Scrum delivery methodologies.
  • Shell scripting (Linux/Unix) or Windows PowerShell experience.

Job Duties

The Virginia Department of Taxation’s Office of Technology is seeking a dynamic, experienced Technical Team Lead to drive innovation and transformation within our tax return processing systems. In this critical leadership role, you will guide technical strategy, modernize core applications, and ensure our systems evolve to meet the changing needs of Virginia taxpayers and the Commonwealth.

As the Technical Team Lead, you will work closely with business partners, technical teams, and subject matter experts to refine requirements, architect scalable solutions, and deliver high-quality enhancements. Your leadership will play a key role in modernizing one of our most complex and mission critical applications, directly impacting system performance, user experience, and long-term reliability.

In this role, you will…

  • Collaborate with business and IT stakeholders to translate functional needs into technical specifications and architecture designs
  • Lead development efforts, ensuring high quality code, thorough testing, and smooth integration across interconnected systems
  • Drive modernization and enhancement of tax processing applications with a focus on stability, scalability, and performance
  • Support Agile/Scrum ceremonies including sprint planning, iterative development, and sprint reviews
  • Troubleshoot complex system issues and guide the team in identifying root causes and implementing sustainable solutions
  • Provide technical mentorship, encourage best practices, and foster a culture of continuous improvement
  • Contribute to deployment, automation, and operational support through shell scripting or PowerShell

The position is located at our Main Street Centre location in Richmond Virginia and has a hybrid schedule consisting of 3 days in the office (Tuesday, Wednesday, Thursday) and 2 days teleworking (Monday and Friday).

The salary range for this position is $125,000 - $140,000, commensurate with knowledge, skill and experience.

Minimum Qualifications
  • Proficiency in Angular for UI development
  • Proficiency in Spring Boot for backend API design and implementation
  • Hands‑on experience integrating applications with Oracle databases, including the ability to write complex SQL and work with stored procedures
  • Proven ability to analyze technical/functional specifications, develop high-quality code, conduct unit testing, and troubleshoot across integrated systems
  • Practical experience working within Agile or Scrum delivery frameworks
  • Experience with Linux/Unix shell scripting or Windows PowerShell
  • Prior work experience within Federal or State government (employee or contractor), with familiarity navigating government processes and compliance requirements
