PACO Group is seeking a forward-thinking Manager of Technical Resources & Services (Talent Acquisition Manager) to lead our enterprise-wide talent acquisition function. Reporting directly to the President, this strategic role sets the vision for recruiting and employer branding, ensuring PACO attracts, engages, and retains top-tier professionals for both Prime and Subconsultant Task Orders across our transportation and infrastructure portfolio. The Manager of Technical Resources & Services will play a strategic role and set the vision for recruiting within the company to ensure that the organization attracts and retains high-quality talent. This position will be responsible for long-term planning, building employer branding, and talent sourcing methods including social media, networking at industry organizations, university postings, and other media.
The position will be responsible for successfully recruiting qualified candidates for all Task Orders, both Prime and Subconsultant, including:
The manager will ensure placements meet KPIs and will manage client and employee relations through periodic meetings, performance reviews, salary administration, and staffing opportunities. The role also includes administration of talent data in the NetSuite CRM system and providing management reports on Task Orders.
Additional responsibilities include supporting RFP responses by recruiting qualified candidates in collaboration with the VP, Chief Business Development Officer, and the Marketing & Proposal Management team.
This position reports to the President & CEO and collaborates closely with Operations, Marketing, Business Development, and Human Resources.
