Summary

HII‑Mission Technologies is seeking a Technical Proposal Writer to join the team at our Fair Lakes, VA location. The role involves writing compliant, compelling proposal responses to commercial and U.S. government solicitations, integrating proposal capture strategy, customer hot buttons, and discriminators across assigned sections. The writer collaborates closely with Capture Managers, Proposal Managers, Volume Leads, Subject Matter Experts, and functional departments to maintain configuration control, manage data calls, attend daily stand‑up reviews, and ensure all sections meet RFP and amendment requirements.

Key Responsibilities

• Write assigned proposal sections in accordance with the proposal schedule, compliance matrix, and mandatory page count limits.
• Review the RFP to ensure thorough understanding of all mandatory obligations.
• Analyze all amendments and Q&As, and incorporate mandatory changes into assigned sections.
• Prepare annotated outlines for the assigned proposal sections.
• Develop supporting graphics to enhance written content.
• Apply approved proposal lenses, win strategy, and discriminators throughout all assigned sections.
• Collaborate with SME resources to enrich proposal content.
• Maintain version control for all sections throughout the RFP lifecycle.
• Create a list of submission questions for the Proposal Manager.
• Review and adjudicate comments from internal and external reviewers.

What You Need To Have

• Mandatory experience: 6 years with a Bachelor’s degree in a related field, or 4 years with a Master’s degree, or a High School Diploma plus 10 years of relevant experience.
• In-depth knowledge of compliance with all governmental RFP sections, including experience analyzing RFPs, writing new material, editing content, and delivering high‑quality proposals under tight deadlines.
• Strong verbal and written communication skills, paired with meticulous attention to detail.
• Excellent organizational and time‑management abilities.
• Effective facilitation, communication, and presentation proficiencies.
• Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint) and competency with graphics and desktop software.
• Experience using SharePoint or similar proposal collaboration platforms.
• Flexibility to manage changing schedules, priorities, and multiple tasks within compressed timeframes.
• Willingness to work extended hours to meet dynamic deliverable schedules.

Bonus Points For

• Security clearance (TS)
• BA degree in professional writing or English literature; 3+ years of continuous proposal writing experience for large bid efforts, including mandates, past performance, quality plans, personnel mandates, transition mandates, and mandates.
