Job summary

Scion Staffing has been engaged to conduct a search for a Technical Project Manager for our partner, a growing healthcare services organization investing in modern technology, automation, and data capabilities. This is a full-time, onsite position located in Addison, Texas.

The Technical Project Manager will connect engineering teams with business partners to ensure technology initiatives move from strategy through successful delivery.

Qualifications

• Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field; equivalent combinations may be considered.
• 7+ years of software or technical delivery experience, including at least 4 years as a Scrum Master, Technical Delivery Manager, or similar delivery leader.
• Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or equivalent Agile certification; SAFe experience is a plus.
• Experience coordinating delivery across multiple technical teams in regulated environments (HIPAA, SOC 2, PCI, or similar).
• Proficiency with Jira or Azure DevOps and developing delivery metrics, dashboards, and executive reports.

Responsibilities

• Translate strategic roadmaps into achievable sprint plans and milestones with engineering leads, product owners, and business sponsors.
• Manage delivery commitments, dependencies, risks, timelines, and burndowns across 3–5 concurrent initiatives.
• Identify and remove delivery obstacles while managing stakeholder expectations and maintaining team focus.
• Facilitate Agile ceremonies across multiple squads (standups, planning, retros, backlog refinement).
• Create dashboards, delivery metrics, escalation paths, status updates, and steering reports.
• Strengthen SDLC practices, including release management and audit-ready documentation in HIPAA-regulated environments.

POSITION OVERVIEW:

The Technical Project Manager will connect engineering teams with business partners to ensure technology initiatives move from strategy through successful delivery. This hands-on role will establish a consistent delivery rhythm across multiple software development, automation, and data platform initiatives. The ideal candidate will bring strong technical delivery experience, stakeholder management skills, and the ability to help teams remain focused, organized, and accountable.

RESPONSIBILITIES:

• Partner with engineering leads, product owners, and business sponsors to translate strategic roadmaps into achievable sprint plans and delivery milestones.
• Manage delivery commitments, dependencies, risks, timelines, and burndowns across three to five concurrent technology initiatives.
• Identify and remove delivery obstacles while managing stakeholder expectations and helping engineering teams maintain focus.
• Facilitate Agile ceremonies across multiple squads, including standups, sprint planning, retrospectives, and backlog refinement.
• Create clear dashboards, delivery metrics, escalation paths, status updates, and steering committee reports.
• Strengthen software development lifecycle practices, including release management, change control, and audit-ready documentation within a HIPAA-regulated environment.

QUALIFICATIONS:

• Bachelor’s degree in Computer Science, Information Technology, Business, Engineering, or a related field required; an equivalent combination of relevant education and professional experience may be considered.
• Minimum of seven years of software or technical delivery experience, including at least four years as a Scrum Master, Technical Delivery Manager, or similar delivery leader within an engineering organization.
• Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or an equivalent Agile certification required; SAFe experience is a plus.
• Demonstrated experience coordinating delivery across multiple technical teams in a regulated environment such as HIPAA, SOC 2, PCI, or a comparable framework.
• Proficiency with Jira or Azure DevOps, including developing delivery metrics, dashboards, and executive-level reporting.
• Healthcare or other regulated-industry experience is strongly preferred.
• Strong written and verbal communication skills, with the ability to work effectively and inclusively with engineering professionals, business partners, and senior leaders.

COMPENSATION AND BENEFITS:

This position offers competitive salary of $125-140k/yr (DOE) along with a comprehensive benefits package designed to support employees’ health, well-being, and professional success. Specific compensation and benefit details will be shared with qualified candidates during the interview process.
