Role Summary

The Technical Program Manager, Wireless reports to the Director of Wireless Planning and Cellular Coverage within ConnectALL, an office of Empire State Development overseeing over $1 billion in wireless infrastructure investments. The role executes projects to implement New York State's wireless infrastructure initiatives, coordinating with internal and external stakeholders, telecommunications carriers, and regulatory agencies to expand wireless coverage and close the digital divide.

Responsibilities include managing regional expansion plans, scheduling infrastructure deployment resources, maintaining stakeholder relationships, and tracking project milestones and program indicators.

Key qualifications

• Bachelor's degree and 3+ years of professional experience in wireless telecommunications program management or utility-level infrastructure project delivery
• Experience with site control, site acquisition, and permitting processes across New York State
• Strong knowledge of wireless technologies, deployment methods, and land use management
• Proficiency in Microsoft Office, ArcGIS, and project management platforms
• Strong project management, organizational, and communication skills with ability to work on complex multi-stakeholder projects
• Experience cultivating and sustaining key stakeholder relationships
