Job summary

Empire State Development, LLC, through ConnectALL, seeks a Technical Program Manager to drive wireless infrastructure initiatives across New York State. You will coordinate multi-stakeholder efforts, manage site control and permitting, and oversee project milestones from planning to deployment.

The role requires strong communication and problem-solving skills, with travel as needed. You will work under ConnectALL to advance digital infrastructure, oversee grant-backed programs, and ensure timely

Qualifications

• Minimum 3+ years in wireless telecommunications program management.
• Experience with site control, acquisition, and permitting across New York State.
• Experience with land use management and utility deployment in New York State.
• Strong knowledge of wireless technologies and deployment methods.
• Ability to translate experience into measurable reporting and systems.
• Proven problem solving and multi-stakeholder collaboration.

Responsibilities

• Collaborate with internal and external stakeholders and regulatory agencies to expand opportunities for wireless infrastructure.
• Establish and maintain strategic relationships with carriers and third parties.
• Coordinate resources to develop regional plans for expanding wireless coverage.
• Forecast, schedule, and assign resources for deployment activities and negotiations.
• Drive infrastructure growth by marketing public mobile assets to carriers.
• Engage vendors as needed to achieve initiatives.
• Provide project updates highlighting risks and escalation points to leadership.
• Capture data attributes into tracking systems to monitor milestones.
• Support ConnectALL programs and efforts as needed.
