Job summary

Oncor Electric Delivery Company is seeking a seasoned Technical Business Analyst to bridge business, data governance, and engineering for Data Management initiatives. You will own requirements, translate needs into specs, maintain data lineage, and drive agile delivery while ensuring audit/compliance readiness.

This is a hands-on, risk-aware role demanding critical thinking and proactive issue resolution. As a primary liaison, you will lead sessions, coordinate releases, and ensure traceability

Qualifications

• 15+ years working as a Technical BA
• 4+ years Agile delivery (Scrum/Kanban)
• 2-4+ years SQL experience (Oracle/SQL Server)
• 4+ years data analysis and troubleshooting experience
• 4+ years writing BRD/Technical Design and Data Lineage documentation
• Demonstrated ability to translate ambiguous business asks into precise technical requirements
• Strong meeting facilitation and communication skills

Responsibilities

• Lead requirements gathering sessions with business and technical stakeholders for Data Management projects.
• Document clear Business Requirements with acceptance criteria in BRDs or on JIRA tickets
• Co-author Technical Design Documents ensuring they trace back to approved business requirements
• Maintain Data Lineage documentation (source-to-target mapping, transformation logic, ownership) sufficient to withstand audit/regulatory review.
• Serve as a primary liaison between business users and the data management team
• Schedule and facilitate requirements sessions, design reviews, status meetings; capture meeting minutes and follow through on action items
• Track project and task progress; flag slippage, scope creep, or dependencies
• Create, groom and track JIRA tickets; ensure status accuracy for leadership reporting
• Assist PMs in coordinating planned releases, stakeholder announcements, and post-release validation
• Ensure designs satisfy documented requirements before sign-off; support audit/compliance requests
• Identify and elevate risks or conflicting stakeholder asks before delivery problems
• Collaborate with Project Managers to establish project priorities and guide delivery
• Communicate status, risks, blockers to technical and non-technical audiences including senior leadership

The Technical Business Analyst acts as the connective tissue between business stakeholders, data governance, and engineering teams on Data Management initiatives. The BA owns requirements gathering, translates business needs into technical specifications, maintains data lineage and technical design documentation, and drives execution discipline across Agile delivery – tracking JIRA status, coordinating releases, and closing the loop on meeting follow-ups. In a regulated environment at Oncor Electric Delivery Company, this role also carries responsibility for ensuring requirements and documentation meet audit and compliance standards. This is not a passive documentation role – the Technical BA is expected to challenge ambiguous requirements, identify gaps between what business asked for and what engineering built, and elevate risk early.

Responsibilities

Requirements & Documentation

• Lead requirements gathering sessions with business and technical stakeholders for Data Management projects.
• Document clear Business Requirements with acceptance criteria in BRDs or on JIRA tickets

Delivery & Coordination

• Serve as a primary liaison between business users and the data management team
• Schedule and facilitate requirements sessions, design reviews, status meetings; capture meeting minutes and follow through on the action-item tracking to closure
• Track project and task progress across the delivery lifecycle; proactively flag slippage, scope creep, or unresolved dependencies
• Create, groom and track JIRA tickets (epics/stories/tasks); ensure status accuracy for reporting up to leadership
• Assist the PMs in coordinating planned releases, stakeholder announcements, and post-release validation

Governance & Quality

• Ensure technical designs fully satisfy documented business requirements before sign-off (gatekeeping function, not just facilitation)
• Support data governance/data stewardship projects including understanding of source of truth lineage, metadata documentation, and data quality issue triage
• Support audit and compliance requests by producing accurate, current lineage and requirements artifacts on demand
• Identify and elevate risks, ambiguous requirements, or conflicting stakeholder asks before they become delivery problems

Stakeholder Management

• Collaborate with Project Managers to establish project priorities and guide project delivery.
• Manage competing priorities across multiple concurrent projects/stakeholders without dropping commitments
• Communicate status, risks and blockers clearly to both technical and non-technical audiences, including senior leadership when required

Required Qualifications

• 15+ years working as a Technical BA
• 4 or more years working within Agile delivery frameworks (Scrum/Kanban)
• 2-4+ years of hands-on SQL experience (Oracle and SQL Server required, MongoDB or other NoSQL a plus)
• 4+ years of data analysis, profiling and troubleshooting experience i.e., able to independently query and validate data, not just describe it
• 4+ years writing Business Requirement, Technical Design and Data Lineage documentation experience
• Demonstrated ability to translate ambiguous business asks into precise technical requirements
• Strong meeting facilitation skills – able to drive a room of stakeholders with conflicting priorities to a decision
• Proven multi-tasking across concurrent projects with competing deadlines
• Excellent written and verbal communication, including comfort presenting to senior stakeholders

Preferred Qualifications

• Experience in a regulated industry (utilities, financial services, insurance, healthcare) with attendant audit/compliance documentation requirements
• Previous experience with data governance or data stewardship initiatives is a plus
• Exposure to Abinitio MDM is a big plus
• Prior experience supporting production incident/problem management processes

Success Metrics

• 3 months:
• Owns requirements intake for one or more active workstream
• BRD and lineage documentation templates adopted
• JIRA backlog for owned areas is accurate and reflective of current status
• 6 months:
• Demonstrated one or more instances of catching a requirements/design mismatch before it reaches production
• Release coordination process running with minimal escalations
• Stakeholders across business and engineering report the BA as a reliable single point of contact
