Job summary

State of North Carolina, Department of Transportation, Human Resources division, seeks an Agency HR Consultant III to lead the TAP+ Apprenticeship Program across the state. You will steward the program vision, manage daily operations, and ensure reporting to ApprenticeshipNC and the Federal government.

You will work with state agencies, schools, and community groups to promote opportunities, recruit candidates, and coordinate hiring, postings, onboarding, and performance reviews to support

Qualifications

• Significant human resources expertise with NC HR policies.
• Experience building a shared vision and managing indirect teams.
• Experience in workforce development program management.
• Proven ability to build positive working relationships at all levels of management.
• Ability to supervise and prioritize work for staff.

Responsibilities

• Serve as the primary steward of the TAP+ vision, strategy, mission, and operations.
• Manage day-to-day operations of the TAP+ program.
• Submit reports to ApprenticeshipNC and the Federal government on TAP+ performance.
• Represent NCDOT to stakeholders to promote TAP+ across state agencies and education/community groups.
• Recruit candidates for apprenticeship opportunities following NCDOT guidelines throughout the lifecycle.
• Coordinate with project managers and division engineers to respond to apprenticeship needs.
• Maintain contact with apprentices to ensure good fit and successful experiences.
• Coordinate hiring process tasks including postings, candidate selection, and onboarding.
