Job summary

State of North Carolina - Department of Transportation is seeking a Transportation Apprenticeship Program (TAP+) Manager to coordinate apprenticeships across the state. This role drives the TAP+ vision, manages daily operations, and reports program performance to ApprenticeshipNC and federal authorities.

The ideal candidate has strong HR background, experience in workforce development, and proven ability to build relationships with all management levels.

Qualifications

• Bachelor's degree in Human Resources or related field and 4 years of experience; or GED and 6 years of progressive HR experience; or equivalent
• Experience with state HR policies and programs
• Ability to build shared vision and manage indirect teams

Responsibilities

• Serve as primary steward of TAP+ vision, strategy, mission, and operations.
• Manage day-to-day TAP+ program operations.
• Submit reports to ApprenticeshipNC and Federal government on TAP+ performance.
• Represent NCDOT to stakeholders to promote TAP+ program.
• Recruit candidates following NCDOT guidelines for posting, screening, interviewing, hiring, onboarding, and performance reviews.
• Coordinate with project managers, division engineers, and leaders to respond to apprenticeship needs.
• Maintain contact with apprentices to ensure fit and successful experiences.
• Lead efforts to advance TAP+ vision, mission, and performance results.
