Job summary

The Town of Mooresville is seeking a Talent Manager to design and implement talent management programs across the workforce, aligning performance, succession, and learning initiatives with organizational goals. You will partner with leadership, oversee full employee lifecycle, measure KPIs, and drive retention and growth through targeted development, engagement surveys, and recognition programs.

This role requires a high school diploma with 10 years in HR; a bachelor’s degree and SHRM

Qualifications

  • High school diploma or GED with 10 years of HR experience.
  • Bachelor’s degree in HR or relevant field and seven years HR experience, preferably in the public sector.
  • SHRM-CP or SHRM-SCP credential.

Responsibilities

  • Develop and implement talent management strategies aligned with organizational goals.
  • Partner with leadership to forecast workforce needs and create succession planning initiatives.
  • Oversee the full employee lifecycle, from recruitment through development and retention.
  • Manage performance appraisal systems that drive accountability and employee growth.
  • Track and analyze performance metrics to identify trends and recommend improvements.
  • Lead the design, delivery, and evaluation of training and professional development programs.
  • Create initiatives to increase employee satisfaction, motivation, and retention.
  • Conduct engagement surveys and develop action plans based on results.
  • Promote recognition programs.
  • Oversee onboarding and assimilation programs for new hires.
  • Monitor talent-related KPIs (turnover, engagement, internal mobility, training effectiveness).
  • Provide regular reports and insights to leadership on talent trends and program effectiveness.
  • Ensure talent programs comply with applicable employment laws and organizational policies.
  • Maintain up-to-date knowledge of industry trends and best practices.

About the Role

An employee in this class serves as the steward of the organization’s talent management strategy. The role is distinguished by its emphasis on designing and implementing programs that enhance employee growth, engagement, and retention across the workforce. Unlike generalist HR positions, the Talent Manager focuses on integrating performance management, succession planning, and learning and development initiatives to align workforce capabilities with organizational objectives.

Work requires advanced judgment in balancing strategic priorities with operational execution, often involving sensitive employee relations and organizational change initiatives. The employee operates with significant independence, advising leadership on talent trends, employee engagement strategies, and workforce development opportunities. The position is evaluated based on its impact on employee performance, retention, and the success of talent programs in supporting long-term organizational goals.

High school diploma or GED and 10 years of experience in Human Resources

Preferred Qualifications

A Bachelor’s degree in Human Resources or relevant field and seven years of Human Resources experience, preferably in the public sector; or an equivalent combination of education and experience. SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential.
