Qualifications

• One year of specialized experience for GS-09: job analyses, vacancy announcements, determining qualifications, staffing advice, responding to HR inquiries.
• Education: Master's degree or 2 full years of progressively higher-level graduate education in HR/Management/Business.
• Time-in-grade and combinations of education and experience may apply as described in the postings.

Responsibilities

• Serve as a Human Resources Specialist applying HR methods and evaluative methods to advise and resolve moderately complex problems.
• Advise management on recruitment strategies, sources, and special programs, and incentive programs.
• Provide guidance on merit system principles, prohibited personnel practices, and development of valid selection criteria.
• Advise on staffing issues including workforce shaping/reduction-in-force, special placement programs, recruitment methods, and special pay incentives.
• Write vacancy announcements, rate applicants and produce referral lists; verify employment eligibility, qualifications and set pay.
• Maintain full visibility over all personnel actions from cradle to grave and provide guidance in all stages of recruitment.

Education

Master's degree or equivalent graduate degree in Human Resources Management, Business Administration, or related field
