Job summary

XSITE LLC is seeking a Tabletop Exercise (TTX) Coordinator in San Diego, CA to lead planning, execution, data collection, and reporting of complex tabletop exercises designed to assess alignment of PAE MS systems with CONOPs. You will work with acquisition, engineering, testing, Fleet, and warfare development stakeholders to translate exercise outcomes into actionable findings.

• TS/SCI eligibility with SCI access within the previous year
• Experience as a facilitator leading technical/operational discussions
• Fleet Warfare Tactics Instructor (WTI) experience
• 5+ years of experience with Naval C4I systems, architectures, or operations
• 7+ years of experience in military exercise planning, systems analysis, and/or Test & Evaluation (T&E)
• Ability to lead complex exercises and multi-stakeholder efforts
• Experience translating data collection into formal findings and reports
• Strong understanding of Navy environments and CONOPs
• Strong interpersonal, facilitation, written and verbal communication skills
• Bachelor's degree in Science, Technology, Engineering, Mathematics (STEM)

Responsibilities

• Lead the full lifecycle of tabletop exercises, including planning, coordination, execution, data collection, analysis, and final reporting
• Develop detailed TTX objectives, scenarios, event plans, schedules, and materials in coordination with stakeholders
• Facilitate multi-day tabletop exercises involving diverse technical, acquisition, and operational participants
• Guide complex technical discussions to ensure objectives are achieved and issues explored
• Lead data collection during exercises and ensure critical observations are captured
• Conduct post-exercise analysis and synthesize data into findings and recommendations
• Develop after-action reports, executive summaries, and briefings for investment decisions
• Serve as a liaison with internal and external stakeholders (PORs, NWDC, etc)
• Coordinate with Navy Warfare Center community and other stakeholders
• Lead stakeholder engagements to support exercise development and mission analysis
• Present exercise results and recommendations to senior leadership

Salary Range: $150,000.00 To $170,000.00 Annually

XSITE LLC is looking for a Tabletop Exercise (TTX) Coordinator to join our team in San Diego, CA supporting the Portfolio Acquisition Executive Mission Systems (PAE MS) and its Tabletop Exercise Series.

This individual will lead the planning, execution, facilitation, analysis, and reporting of complex tabletop exercises designed to assess the alignment of PAE MS systems with operational concepts of operations (CONOPs). The TTX Coordinator will work closely with acquisition, engineering, testing, Fleet, and warfare development stakeholders to translate exercise outcomes into actionable findings that help inform C4I investment, development, and fielding decisions.

Responsibilities

• Lead the full lifecycle of tabletop exercises, including initial planning, stakeholder coordination, execution, data collection, analysis, and final reporting.
• Develop detailed TTX objectives, scenarios, event plans, schedules, and supporting materials in coordination with technical and operational stakeholders.
• Facilitate multi-day tabletop exercises involving diverse technical, acquisition, and operational participants.
• Guide complex technical and operational discussions to ensure exerciseobjectivesare achieved and key issues are thoroughly explored.
• Lead and support data collection during exercises, ensuring critical observations, issues, decisions, and insights are accurately captured.
• Conduct post-exercise analysis and synthesize exercise data into meaningful findings and actionable recommendations.
• Develop comprehensive after-action reports, executive-level summaries, and briefings to support C4I investment, development, and fielding decisions.
• Serve as a primary liaison with internal PAE MS stakeholders, including Programs of Record (PORs), engineering organizations, and Test & Evaluation leadership.
• Coordinate with external Fleet and warfare development stakeholders, including the Navy Warfare Development Center (NWDC) community.
• Lead stakeholder engagements between TTX events to support exercise development, mission analysis, and operational alignment.
• Facilitate and resolve differing technical and operational perspectives among stakeholders.
• Present exercise results, recommendations, and technical topics to senior military and civilian leadership.

Required Qualifications

• TS/SCI eligibility with SCI access within the previous year.
• Demonstrated experience serving as a facilitator , including leading technical and/or operational discussions involving diverse stakeholders.
• Fleet Warfare Tactics Instructor (WTI) experience.
• 5+ years of experience with Naval C4I systems, architectures, or operations.
• 7+ years of experience in military exercise planning, systems analysis, and/or Test & Evaluation (T&E).
• Demonstrated ability to lead complex exercises, events, projects, or other multi-stakeholder efforts.
• Experience leading data collection and analysis efforts and translating results into formal findings, recommendations, and reports.
• Strong understanding of Navy operational environments and the ability to connect technical system capabilities with operational requirements and CONOPs.
• Strong interpersonal, facilitation, written, and verbal communication skills.
• Ability to communicate complex technical and operational topics effectively to senior military and civilian leadership.
• Bachelor's degree in Science , Technology, Engineering, Mathematics (STEM), or a related field.

Preferred Qualifications

• Direct experience coordinating with organizations within the Navy Warfare Development Center community, including NWDC, NIWDC, NSMWDC, NAWDC, NEXWDC, and/or NUWDC .
• Understanding of mission engineering within Naval Acquisition.
• Experience with PEO C4I/PAE MS programs, mission threads, systems, and organizational structures.
• Knowledge of Navy and/or Joint exercise planning processes and assessment methodologies.
• Experience with operational planning, mission analysis, or CONOP development and assessment.
• Experiencefacilitatingtechnically complex discussions involving multiple organizations or competing stakeholder priorities.
• Experience developing and delivering senior-level military or civilian briefings.
• Experience supporting Navy acquisition, engineering, Test & Evaluation, or Fleet experimentation organizations.
