Job summary

The Marlin Alliance, Inc. is seeking a Tabletop Exercise Coordinator to lead the planning and execution of TTXs and develop final reports.

You will coordinate internal engineering and testing teams and external Fleet NWDC stakeholders to align with operational CONOPs and deliver actionable insights for naval warfighting capabilities. • Proven experience facilitating technical and operational discussions with diverse stakeholders.
• 7+ years of experience in military exercise planning, systems analysis, or Test & Evaluation (T&E).
• 5+ years of experience with Naval C4I systems, architecture, or operations.
• Demonstrated ability to lead complex events or projects.

• Develop and deliver comprehensive after-action reports and high-level briefings to inform investment, development, and fielding decisions.

The Marlin Alliance is seeking a Tabletop Exercise (TTX) Coordinator to join a dynamic team and its newly developed TTX Series. This role involves leading multi-functional teams in planning and executing TTXs, and developing final reports. A major objective of the TTX Series is to assess the alignment of systems against operational CONOPs. When not leading a TTX, the coordinator will lead stakeholder engagements, both internal (engineering, and testing directorates) and external (Fleet Experimentation Leads, Navy Warfare Development Center community). This position requires strategic planning, expert facilitation, and sharp analytical skills to deliver actionable insights that shape naval warfighting capabilities.

Key Responsibilities

• Lead the full lifecycle of individual TTXs, from initial planning through execution to final reporting.
• Develop detailed event plans, objectives, and schedules in coordination with all stakeholders.
• Facilitate multi-day TTXs, guiding participants through complex scenarios to achieve objectives.
• Direct and support data collection during exercises, ensuring accurate capture of critical observations, issues, and insights.
• Lead post-exercise analysis, synthesizing data to develop impactful findings and actionable recommendations.
• Serve as the primary liaison between the TTX team and internal stakeholders (APEO Engineering, Director of Testing and Evaluation) and external stakeholders (Fleet, NWDC…) to integrate operational requirements and participation.
• Develop and deliver comprehensive after‑action reports and high‑level briefings to inform C4I investment, development, and fielding decisions.

Required Qualifications

• Proven experience facilitating technical and operational discussions with diverse stakeholders.
• 5+ years of experience with Naval C4I systems, architecture, or operations.
• 7+ years of experience in military exercise planning, systems analysis, or Test and Evaluation (T&E).
• Demonstrated ability to lead complex events or projects.
• Experience leading data collection and analysis efforts to produce formal findings and reports.
• Strong interpersonal and communication skills, capable of articulating complex topics to senior leadership.
• Bachelor's degree in Science, Technology, Engineering, Mathematics, or a related field.
• TS/SCI Clearance (required for all positions with government clearance).

Desired Qualifications

• Direct experience as a Warfare Tactics Instructor (WTI) or coordinating with NWDC, NIWDC, NSMWDC, NAWDC, NEXWDC, or NUWDC.
• Understanding of mission engineering in Naval Acquisition.
• Experience with PEO C4I programs, mission threads, and organizational structure.
• Knowledge of Navy/Joint exercise planning processes and assessment methodologies.
• Familiarity with operational planning or mission analysis.
• Experience managing and resolving conflicts in technical discussions.
• Proven ability to brief senior military and civilian leadership.
