i-Link Solutions, on behalf of the State of NY Office of the Attorney General, seeks a Systems Analyst – Expert to develop comprehensive technical documentation, user guides, and training materials for enterprise applications serving large user bases.

The role requires close collaboration with technical staff and stakeholders to model business processes, write test plans, and ensure accessibility per WCAG 2.2 AA. Experience with Oracle Analytics and procurement workflows is expected.

• 84 months of experience authoring technical and business process documentation including user guides, training manuals, processes, policies and procedures.
• 36 months of experience creating user-facing documentation for enterprise applications serving 1,000+ users.
• 36 months of experience working with technical staff and stakeholders to model, document and analyze processes.
• 36 months of experience preparing testing materials including test plans, scenarios and scripts and tracking/reporting results.
• 12 months of experience writing effective AI prompts for document analysis and BA tasks.
• 12 months experience building reports using Oracle Analytics tools like OBIEE/BI Publisher.
• 12 months experience producing user-facing documents that meet WCAG 2.2 AA accessibility standards.
• 12 months experience creating instructional videos using UPK or similar tools.
• 12 months experience preparing procurement documents such as RFPs.
• 12 months experience working with the public sector for similar initiatives.

Description

• Create technical documentation, including but not limited to training materials, test scripts, user guides, correspondence to end users, functional descriptions, application glossaries, guidelines for end users, reports, policies and standard operating procedures, and presentations.
• As applications development process proceeds, written materials need to be updated with the changes in the application and its processes and changes in the business processes.
• Document business work processes, use cases and scenarios to support applications requirements and design
• Assist with developing statements of work and procurement documents

Mandatory Qualifications

• 84 months of experience authoring technical and business process documentation including user guides, training manuals, processes, policies and procedures
• 36 months of experience creating user-facing documentation, instructions and training materials for Enterprise applications that serve multiple groups with user bases of over 1,000 users in the public or private sector
• 36 months of experience working with technical staff and stakeholders at all levels to define, model, document and analyze business and technical processes
• 36 months of experience preparing testing materials including test plans, scenarios and scripts, and test execution tracking and reporting
• 12 months of experience writing effective AI prompts in support of document analysis, drafting, or other BA tasks.
• 12 months experience building reports using Oracle Analytics tools like OBIEE or Oracle BI Publisher.
• 12 months experience producing user-facing documents that strictly adhere to WCAG 2.2 Level AA compliance and institutional accessibility benchmarks
• 12 months of experience creating instructional videos using UPK or other tools
• 12 months of experience preparing procurement documents such as RFP
• 12 months of experience working with Public sector
