Job summary

Health & Human Services Commission (HHSC) seeks an experienced Systems Analyst IV to perform complex IT data analysis and develop data queries for TIERS and related eligibility systems. You will validate data, interpret results, and assist customers to meet requirements with a strong focus on data accuracy and reliability.

The role involves coordinating with program areas, developers, and IT staff to ensure robust data support, provide production assistance, and guide the technical analysis

Qualifications

  • Preferred graduation from an accredited four-year college or university with major course work in IT/computer sciences.
  • Minimum of three years of experience with the State of Texas HHSC or similar eligibility programs.
  • Experience working with a broad range of stakeholders is preferred.

Responsibilities

  • Gathers and analyzes data; provides technical data analysis and queries as part of IT Social Services Applications support.
  • Liaises between program areas, development, and HHSC IT Social Services Applications staff for data gathering, analysis, and documentation.
  • Provides production support and consultation to developers, system analysts, or customers for TIERS and related eligibility systems.
  • Performs complex analysis to diagnose system problems and recommends corrective actions.
  • Offers QA-related consultation and oversight for projects and initiatives.

Brief Job Description

Performs complex Information Technology (IT) data analysis, creating data queries, validating retrieved data, and providing data analysis as needed. Serves as a data analysis subject matter expert in requirements gathering meetings, assists customers in interpreting data results, and refines results as needed to meet requirements. The position demands great responsibility, experience, capability, and dedication.

Essential Job Functions

Serves as an analyst for Application Support unit daily operations with primary emphasis on gathering and providing technical analysis of data residing in or interfacing with the IT Social Services Applications. (40%)

Serves as liaison between program-area, development, and other HHSC IT Social Services Applications staff to provide mentoring, consultation, and documentation assistance regarding data gathering and analysis within all IT Social Services Applications eligibility systems. (20%)

Provides assistance to developers, system analysts, or customers on system applications, software, and hardware and production support to users of TIERS and other SSA eligibility systems and applications. (20%)

Performs complex analysis to diagnose system problems and suggests a corrective action plan. (10%)

Provides quality-assurance-related consultation to, or oversight of, projects, assignments or special initiatives. (10%)

Knowledge, Skills and Abilities

Knowledge of Health and Human Services IT Applications and eligibility systems (TIERS, State Portal, YourTexasBenefits.com).

Knowledge of process improvement best practices and instantiating continuous process improvement actions.

Knowledge of Systems Development Life Cycles in Agile methodology.

Knowledge of HHSC automated systems and reports.

Knowledge of Texas Works and/or Long Term Care Services (Community Care/Medicaid Eligibility).

Initial Screening Criteria

Preferred graduation from an accredited four-year college or university with major course work in IT/computer sciences. Minimum of three years of experience with the State of Texas Health and Human Services organization required, with focus on eligibility programs or systems information management. Preferred experience working professionally with a broad range of stakeholders. Preferred knowledge of State of Texas, Health and Human Services (HHS) eligibility programs. Experience working with Texas HHSC automated eligibility systems preferred. Relevant experience that exceeds the minimum requirement may be substituted for the education requirement on a year-for-year basis.

Additional Information

Applicants must be willing to work a regular Monday through Friday schedule, on site in the Austin office.

The posted salary range reflects the minimum and maximum for this position allowable by state law. Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual Chapter 7.
