Job summary

City of Norfolk seeks a Management Analyst I to provide professional administrative and analytical support in the Director’s Office of the Department of General Services in Norfolk, VA. The role focuses on financial and budget operations, HR tasks, office logistics, and data research to enhance service delivery across divisions.

The successful candidate will post data to the general ledger, assist with onboarding, compile routine reports, coordinate mail and supplies, and help organize meetings

Qualifications

  • Two (2) years of experience in data analysis, administrative coordination, or a related field; or an equivalent combination of education and experience.
  • Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.

Responsibilities

  • Posts financial data to the general ledger, performs initial budget expenditure tracking, reconciles accounts, and processes vendor payments and invoices. Drafts preliminary budget worksheets for leadership review.
  • Serves as a point of contact for human resources administrative tasks, coordinates the processing of new employee onboarding, and assists with departmental personnel tracking.
  • Collects, organizes, and compiles data for ongoing operational studies, assists in developing Standard Operating Procedures (SOPs), and drafts routine administrative summaries or monthly reports.
  • Coordinates office essentials including picking up and processing daily departmental mail, monitoring and ordering office supplies, and maintaining office equipment such as printer paper and toner stock.
  • Schedules and sets up meetings, prepares agendas, organizes logistical requirements, updates personnel files, and assists with general administrative workflow across divisions.
  • Assists with departmental web page updates, supports staff with software systems, and assists on special administrative initiatives.

The City of Norfolk’s Department of General Services consists of five key operating divisions: Facilities Maintenance, Fleet Management, the Norfolk Animal Care Center, Security, and Parking. Operating as the central administrative unit, the Director’s Office provides comprehensive leadership, financial oversight, human resources support, and operational analysis across all five divisions to ensure efficient service delivery and organizational alignment throughout the department.

The Management Analyst I serves as a professional administrative and analytical support role within the Director’s Office of the Department of General Services, supporting all departmental divisions. Primary duties involve financial and budget operations, human resource administration, office and meeting logistics, and operational data research. Financial responsibilities include posting data to the general ledger, tracking expenditures, reconciling accounts, and processing vendor invoices and payments. Human resource duties include coordinating employee onboarding, tracking personnel files, and serving as an administrative liaison for staff engagement and training initiatives. Logistical tasks cover processing daily mail, ordering office supplies, maintaining printer paper and toner stock, and setting up meetings and agendas.

  • Strong written and verbal communication skills.
  • Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience drafting SOPs, operational summaries, or administrative workflows.
Work Schedule
  • Monday- Friday 8 am-4:30pm
