Job summary

Qualifications

  • Two years of experience in cash operations and investments; strong municipal finance knowledge.

Responsibilities

  • Assists in monitoring, analyzing and projecting cash flows to maximize liquidity and earnings.
  • Coordinates cash management activities for various City funds and supports investments.
  • Prepares monthly financial reports on investment activity and supports the Investment Committee.

The Department of Finance provides centralized structure and support for the City of Norfolk’s financial operations, including: financial reporting; debt and cash management; payroll; procurement; risk management; financial system administration and support; accounts payable; collections; retirement and parking financial operations. Finance’s Parking Financial Operations division manages all accounting, reporting, budgeting, and revenue oversight for the City’s parking activities, ensuring strong financial controls, timely monthly reporting, accurate year-end projections, and audit readiness within the City’s general ledger system. Responsible for supporting the City’s multi-fund investment portfolio, which averages over $550 million, with key responsibility for coordinating a cash management structure and developing and enhancing related policies and procedures. The Cash and Investments Analyst, Senior is primarily responsible for providing daily cash management recommendations regarding the investment of the City’s working capital to ensure an optimal balance of liquidity and return on investment, monitoring, analyzing, and projecting cash flow, preparing monthly financial reports, performing financial analysis, and supporting the Investment Committee.

Essential Functions
  • Assists in monitoring, analyzing and projecting cash flows to anticipate City expenditure requirements and maximize the earning power of funds available for investment by developing cash flow projections for various City funds, comparing actual cash flow to the amount projected, and recommending investment strategies that ensure cash liquidity
  • Coordinates cash management activities for various City funds, and provides analytical and technical support related to investments
  • Prepares monthly financial reports on investment activity and supports the Investment Committee as needed
  • Prepares cash and investment disclosures for the City’s Annual Comprehensive Financial Report (ACFR)
  • Serves as a liaison with the City’s outside investment advisors, studies and analyzes financial trends for investments, and assists in the formulation and implementation of investment strategies
  • Responds to requests from various members of City staff by preparing reports, advanced analysis, estimates, projections and providing historical information related to investment activity and interest revenue utilizing Excel pivot tables
  • Develop and maintain investment database and earnings status; calculates monthly management fee and interest earnings by fund and prepares necessary journal entries to record revenue in the City’s financial system
  • Provides support for the investment and reinvestment of the City’s pooled investment funds
  • Communicates effectively, both orally and in writing, and exercises appropriate judgment in answering questions and releasing information; analyzes and projects consequences and/or recommendations
  • Engages staff in posting of City’s financial transactions, including receipt, disbursement and safekeeping of City monies
  • Recommends and revises Cash and Investment operations, policies, and procedure manuals to reflect applicable laws, regulations and investment policies and improvements regarding the efficiency of operations and reliability of financial reporting to maintain effective internal control infrastructure
Education/Experience
Required
  • Bachelor's degree in economics, accounting, finance, business or a related field.
  • Five years of progressive cash and investment experience.
  • Two years of relevant experience in cash operations and management, investments, cash forecasting, banking, or a related field.
  • Duties require comprehensive knowledge of finance and higher-level analysis of investments, as well as a strong grasp of municipal functions.

Work Hours
  • Monday - Friday, 8:00 am to 5:00 pm
Signing Bonus
  • This position is eligible for a $5,000 signing bonus.

  • If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
