Job summary

The U.S. Department of Labor, Employment and Training Administration, Office of Apprenticeship, seeks a position to analyze and advise management on policy-related matters and the effectiveness of program operations.

Job description

This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). It is established to analyze and advise management on policy-related matters, the effectiveness of program operations, and/or the productivity and efficiency of program operations.

This position is outside the bargaining unit.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying Specialized Experience for the GS-14 includes at least four of the following:

  • Leading and managing grants, contracts, cooperative agreements, and other federal financial assistance vehicles, including funding announcements, statements of work, guidance, eligibility criteria, evaluation factors, and application requirements.
  • Leading high-visibility programs, projects, procurements, or policy initiatives involving strategic planning, oversight, cross-functional coordination, performance monitoring, and program integrity.
  • Supervising staff engaged in program analysis or operations, including assigning work, setting priorities, evaluating performance, resolving issues, identifying training needs, and ensuring quality and timeliness.
  • Making recommendations that inform senior leadership decisions on program, policy, or regulatory matters.
  • Developing and presenting executive briefings, reports, decision memoranda, talking points, and other materials for senior leaders and high-level officials.
  • Coordinating with senior leaders and internal and external stakeholders on matters affecting program goals and organizational priorities.
