This vacancy is for a Program Analyst in the Bureau of Industry and Security within the Department of Commerce.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service or its non-federal equivalency.

Specialized experience is defined as
  • 1) Applies Federal budget processes, policies, directives, procedures, and regulations to provide guidance or interpret legislation, policies, and precedents; AND
  • 2) Analyzes the organization’s mission, programs, and legislative history to develop budgetary policies, support program goals, and assess their impact on Department programs, budgets, and other Federal and State agencies; AND
  • 3) Analyzes and compares program content and cost-benefit considerations of alternative budget and program actions; AND
  • 4) Evaluates complex financial and budgetary data to identify issues, develop solutions, and make recommendations to senior management regarding significant program, policy, and operational matters; AND
  • 5) Extracts and validates budget information from incomplete or questionable data, integrates input from analysts and subject matter experts, and develops finished analytical products; AND
  • 6) Communicates effectively by preparing and presenting reports, developing complex responses or analyses for diverse audiences, and providing recommendations on budget policy initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
