Job summary

Naval Education and Training Command seeks a Supervisory Program Analyst for the Surface Warfare Officers School. Qualifications

  • Participates in contract negotiations, award processes, and design/mock-up reviews.
  • Evaluates budgets and improvement plans; negotiates with stakeholders for implementation.

Responsibilities

  • Advise on program changes and resource planning within the Surface Warfare Officers School.
  • Coordinate with internal and external stakeholders to track program funding and execution.
  • Assist in developing long-range and short-range plans for curriculum and training programs.

Job description

You will serve as a SUPERVISORY PROGRAM ANALYST in the SURFACE WARFARE OFFICERS SCHOOL.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Advises on the impact of systemic program changes, resource allocations, accomplishment of long-range goals, and preparation of long and short range planning;
  2. Develops acquisition strategies for the various components of curriculum packages including the determination of which elements or phases will be performed by contractors and what criteria will be used for selection and evaluation;
  3. Participates in contract negotiations and award processes, design and mock-up reviews;
  4. Evaluates budget and program improvement plans and resolves complex issues, identifies options, and negotiates with internal and external stakeholders for implementation;
  5. Manages and reports status of Annual Contract Funding Phase Plans and Quarterly Funds Execution, in coordination with other command directorates, within budgetary/manning constraints.
