Responsibilities

• Manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) program activities, including patient transport, SMT, mileage reimbursement claims, contracts, ambulance claims, inter-facility transfers, and common carrier transport.
• Supervises VTS/BT processes to ensure regulatory compliance and program effectiveness.
• Serves as Contracting Officer Representative for all transportation contracts (common carrier, SMT, ambulance, air ambulance).
• Coordinates with state Veterans and Transportation Agencies and local providers to expand transportation networks.
• Manages the transportation program at the facility to provide safe, reliable transport to Veterans and authorized non-VA appointments.
• Plans, develops, evaluates, markets, and directs administrative activities for transportation systems serving Veterans and other groups.
• Prepares performance reports, briefings, and other management documents.
• Provides supervision, guidance, and training to staff; handles leave, performance, and work procedures.
• Ensures licenses and training for transportation staff are current.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 09/25/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized experience includes: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision - instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title - duties - month and year start/end dates AND hours worked per week. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. - if related - with a major study in accounting - business administration - business or commercial law - commerce - economics - engineering - finance - industrial management - statistics - traffic management - transportation - motor mechanics - or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge - skills - and abilities necessary to do the work of the position. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience - as described above - may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge - skills - and abilities necessary to do to the work of the position such as accounting - business administration - business or commercial law - commerce - economics - engineering - finance - industrial management - statistics - traffic management - transportation - motor mechanics - or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager. Duties

• The Supervisory Mobility Transportation Specialist - Mobility Manager manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities - including patient transport - Special Mode Travel (SMT) - mileage reimbursement claims - transportation contracts - 911 ambulance claims - inter-facility transfers - and common carrier transportation
• The position supervises/ensures the VTS and BT processes comply with regulatory guidance - while assuring program effectiveness
• They serve as the Contracting Officer Representative for all transportation contracts - including common carrier - Special Mode - ambulance - and air ambulance
• The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care
• Major duties include but are not limited to: Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area
• Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes
• Plans - develops - evaluates - markets and directs key administrative activities in multiple programs related to transportation system for Veterans - active duty service members - Caregivers and others in metropolitan and rural/remote rural areas - especially those which are disabled - frail - elderly or receiving life dependent treatments (dialysis - chemo therapy - radiation therapy - etc.)
• Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures
• Identifies resources (staffing - funding - equipment - facilities) required to support varied level of program operations
• Manages transportation budget - analyzes organizational budgets - and provides advice and recommendations to Medical Center management - as appropriate - including critical budget areas and all Transportation program matters
• Serves as Contracting Officer Representative for all transportation contracts - including common carrier - special mode - ambulance - and air ambulance
• Provides consistent and effective outreach to community transit authorities
• Coordinates the preparation and submission of recurring monthly - quarterly and annual performance improvement reports - management briefings - summaries - and a wide variety of nonrecurring reports
• Assures performance measures and standards issued by various accrediting - regulatory - and higher agency authorities
• Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff
