Job summary

Serco in the Washington, DC area seeks a Submarine Transition Analyst to provide programmatic support to NAVSEA customers. You will draft transition agreements, verify resources, align with TRF operations, and liaison with multiple Navy offices to keep fleet maintenance on schedule.

Qualifications

  • Active Interim Secret Clearance
  • US Citizenship is required
  • Bachelor's degree in business or technical field
  • Associates degree with 2 years related experience or HS diploma with 4 years related experience will be considered in lieu of a Bachelor's
  • 10 years' experience in engineering/science management, operations research analysis, financial/cost analysis, or major defense programs
  • Significant experience in U.S. Navy programs or fleet operations
  • Eagerness to adopt digital tools and configure platforms like SharePoint/Teams/Power Platform
  • Proficiency with Microsoft Office tools (Word, Excel, PowerPoint, Outlook, Teams)
  • Strong customer, interpersonal and organizational communication (written and verbal)
  • Experience leading a project and interfacing with an end-item customer
  • Ability to travel at least 10% of the time

Responsibilities

  • Draft, review, and manage transition agreements between PMS 397, PMS 396, NAVFAC, CNIC, and local TRFs
  • Coordinate TRF operations and avai­labilities integration with Ohio-class SSBN concepts
  • Verify resources and ensure on-site support at TRFs via proper agreements
  • Adopt and configure digital platforms (SharePoint, Teams, Power Platform) to optimize workflows
  • Ensure POM requirements and out-year budget planning for in-service transition
  • Capture and apply lessons learned across Program Offices to OHIO-CLB transition plans
  • Liaise with NAVSEA Program Offices, NAVFAC, CNIC, Planning Yards, and TYCOM personnel
