Job summary

Qualifications

Responsibilities

  • Lead a high-performing subcontract team for the VLS portfolio.
  • Negotiate and administer complex subcontracts, ensure compliance with FAR/DFAR/ITAR/EAR.
  • Identify risks and develop mitigation plans across technical, schedule, and cost.
  • Mentor engineers, procurement, finance, and program staff for seamless execution.
  • Collaborate with internal leaders, suppliers, and government customers.
  • Develop KPI dashboards and provide data-driven recommendations.
  • Staff proposal activities including SOW, RFP, negotiation, and bid strategy.

THE WORK

LockheedMartin’s Vertical Launch Systems (VLS) portfolio delivers the next generation of missile launchers that enable rapid, reliable, and precise strike capabilities for our customers worldwide. The SupplyChain organization drives the success of VLS programs by managing strategic subcontractor relationships, ensuring affordability, and guaranteeing performance across the entire lifecycle—from concept to sustainment.

Responsibilities

The Subcontracts Program Manager will lead a high‑performing team of subcontract professionals responsible for the VLS portfolio. This role will:

  • Strategic Supply‑Chain Leadership – Design and execute comprehensive subcontracting strategies that align with VLS program schedules, cost targets, and technical objectives.
  • Contract Negotiation & Administration – Lead complex subcontract negotiations, enforce FAR/DFAR/ITAR/EAR compliance, and maximize program value.
  • Risk Identification & Mitigation – Proactively identify technical, schedule, cost, and compliance risks; develop and implement mitigation plans.
  • Cross‑Functional Team Leadership – Manage and mentor engineers, quality, procurement, finance, and program staff to ensure seamless subcontract execution.
  • Stakeholder Collaboration – Build strong relationships with internal program leadership, external suppliers, and government customers.
  • Data‑Driven Decision Making – Develop KPI dashboards, analyze supply‑chain data, and provide actionable recommendations to senior leadership.
  • Proposal Support – Staff proposal activities, embedding supply‑chain best practices into SOW development, RFP creation, negotiation, and bid strategy.
  • Travel – Up to 25% travel to supplier sites, government customers, and program meetings (including international locations).

Basic Qualifications
  • Bachelor’s degree in Business, Engineering, Supply Chain Management, or a related field.
  • Minimum8years of progressive Subcontract/Contract Management experience in aerospace, defense, or high‑technology environments;
  • Demonstrated experience leading cross‑functional teams.
  • Knowledge of LM Supply‑Chain processes, LMAPs, and FAR/DFAR regulations.
  • Active Interim Secret security clearance or above
  • Strong analytical, negotiation, and communication skills.
Desired Skills
  • Master’s degree (preferred).
  • Active U.S. Secret security clearance
  • Experience with International Trade Compliance (ITC), import/export, and managing overseas suppliers.
  • Proven success negotiating high‑value, complex subcontracts.
  • Expertise in Earned Value Management (EVM) and Control Account Management (CAM).
  • Ability to estimate Global Supply Chain (GSC) labor hours and materials for proposal efforts.
  • Familiarity with LMP2P reporting functions.
  • Experience leading Lean/SixSigma or other continuous‑improvement initiatives.
  • Proficiency with SAP, Procure‑to‑Pay, and other supply‑chain systems.
Pay Information

Full-Time Salary Range: $145100.00 - $269500.00

PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
