West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION

Responsible for the execution and coordination of assigned subcontract activities required to successfully complete projects on schedule and within budget. Will be responsible for oversight of assigned subcontractors work execution and monitoring compliance with the requirements of the subcontract, including technical interpretation, environmental, safety, and health oversight, schedule maintenance, day-to-day technical and administrative guidance and coordination of activities.

MINIMUM QUALIFICATIONS

Grade 31:

Education/Experience:

• Bachelor’s degree in related discipline
• A minimum of four (4) years of related experience or equivalent combination of education and related experience.

• Must possess demonstrated relevant experience in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring of the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.
• Must possess expert knowledge of subcontractor policies and procedures.
• Must possess knowledge of subcontract functions to successfully complete difficult assignments.
• Must possess familiarity and functional competency with standard computer programs, basic skills in oral and written communication and developed organizational skills.
• Must be able to work in a consultative direction, be technically competent to work on the complex activities and recommend changes in systems and procedures.

MAJOR RESPONSIBILITIES/SCOPE OF WORK

• Maintain a safe and healthful work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.

• Oversee and monitor performance of complex subcontracts.
• Develop and submit requisition packages.
• Provide oversight of the program and subcontract compliance with safety, quality, cost, schedule, security, and environmental subcontract performance within the terms of the contract.
• Coordinate arrangements for site access and de-conflict competing site activities.
• Confirm that all required permits, clearances, work documents, and other requirements are in place prior to work.
• Maintain expert level knowledge of the subcontract and initiates trends for approved changes or any change that impacts the cost and schedule of the subcontract.
• Assist in directing the efforts of subcontractor and company personnel of company requirements for products and services, support equipment and electronic equipment installations.
• Advise customer and contractor personnel of company requirements for products and services, support equipment and equipment installations.
• Support the subcontract closeout activities (acceptance inspections, punch list, closeout of claims, etc.).
• Write and/or review onsite craft and offsite subcontract work documents and support the work coordination and hazard mitigation steps of our ISMS programs.
• Perform reviews, coordinate, and issue vendor submittals and onsite design reviews.
• Regular on-site attendance is required.
• Contributes to team effort by accomplishing related results as needed.
