Job summary

West Valley Cleanup Alliance is seeking a Senior Project Manager to lead complex, high-value projects from planning through closeout at the West Valley Demonstration Project site. You will provide overall leadership for scope, schedule, budget, quality, and safety while coordinating cross-functional teams, contractors, and stakeholders to ensure safe, efficient, on-time, and within-budget execution.

Qualifications

  • Bachelor's degree in engineering, construction management, project management, facility management, or related technical field or equivalent experience.
  • Eleven+ years progressive project management experience.
  • Five+ years leadership or supervisory experience.
  • Four+ years in a DOE or commercial nuclear environment preferred.

Responsibilities

  • Maintain a safe and healthful work environment by following established safety rules and PPE.
  • Coordinate project EVMS to ensure effective operation.
  • Assist with creating baselines and financial forecasts, EACs, and EVMS reporting.
  • Conduct financial and investigative analyses for real-time project insights.
  • Promote PM practices prioritizing safety, financial discipline, and contract fulfillment.
  • Implement 413.3B Capital Asset requirements and EVMS guidelines.
  • Engage with DOE, EFCOG, and other EVMS groups to maintain process quality.

West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION

The Senior Project Manager is responsible for leading complex, high-value projects from planning through execution and closeout. This position provides overall project leadership and accountability for scope, schedule, budget, quality, safety, risk, customer and stakeholder expectations. The Senior Project Manager coordinates cross-functional teams, contractors, and other stakeholders to ensure projects are completed safely, efficiently, on schedule, and within budget.

MINIMUM QUALIFICATIONS
Education/Experience:
  • Bachelor's degree in engineering, construction management, project management, facility management, or related technical field or an equivalent combination of education and experience
  • Minimum of eleven (11) years related progressive experience
  • Minimum of five (5) years leadership or supervisory experience
  • Minimum of four (4) years in a DOE or commercial nuclear environment preferred

MAJOR RESPONSIBILITIES/SCOPE OF WORK
  • Maintain a safe and healthful work environment by following established safe work practices and procedures; including following all safety rules, using proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
  • Implement and adhere to standards contained in the Company "Code of Conduct", Company EEO practices, and DOE directives.
  • Coordinate the project to ensure the EVM segment operates effectively.
  • Assist program teams with creating and preparing program baselines and financial forecasts, developing and reviewing estimates at completion (EAC), assembling financial packages, providing EVM reporting and compliance support, supporting audits, baseline development, and internal integrated baseline reviews.
  • Conduct financial and investigative analysis, while supplying real-time information and analysis to project managers.
  • Promote project management practices that prioritize safety, financial responsibility, and contract fulfilment in every activity.
  • Implement 413.3B Capital Asset requirements and associated EVMS guideline requirements.
  • Converse with DOE, EFCOG, other sites in the complex, and other EVMS compliance organizations to maintain a good program and project management process.
  • Coordinate with both local and headquarters DOE staff regarding EVMS matters and Capital Assets projects.
  • Carry out EVMS's goals and objectives for the company.
  • Collaborate on the planning and integration of annual and lifecycle budgets, as well as the development of manpower requirements utilizing appropriate labor rates and overhead allocations for Department of Energy cost systems.
  • Supervise other project managers and achieve staff goals by setting clear job expectations, organizing and tracking progress, evaluating performance, guiding and mentoring employees, addressing issues as needed, and implementing systems, policies, and procedures.
  • Establish internal controls to ensure control and integrity of project date.
  • Present cost, schedule performance, and current financial operating status to corporate and DOE executives.
  • Ensure all training and qualifications are up to date, attend educational workshops, and participate in professional societies.
ESSENTIAL FUNCTIONS

  • Analyze and anticipate a wide variety of issues and provide documented solutions to difficult problems.
  • Plan, develop, and carry out strategic short- and long-term programs essential to the mission.
  • Justify, defend, negotiate, or settle matters involving significant or controversial issues in accordance with practices or procedures.
  • Engage with external individuals, groups, senior management, DOE, and high-level officials in a courteous, professional, and efficient manner.
SUPERVISORY RESPONSIBILITIES:
  • Maintains department staff by recruiting, selecting, orienting, and training employees, maintaining a safe, secure, and legal work environment, and developing personal growth opportunities.
  • Accomplishes staff results by communicating job expectations, planning, monitoring, appraising job results, coaching, counseling, disciplining employees, developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  • Establishes department strategic goals by gathering pertinent business, financial, service, and operations information, identifying and evaluating trends and options, choosing a course of action, defining objectives, and evaluating outcomes.
  • Accomplishes financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
