North Orange Continuing Education ( NOCE ) has been serving the community since 1973 with free, noncredit educational programs and services to empower our community. Students enroll in NOCE’s noncredit programs to enhance basic skills, gain employable skills, prepare for credit courses, for self-sufficiency or to enhance civic participation. Noncredit programs offered at NOCE include adult basic skills (High School Diploma and Literacy Programs), English as a Second Language ( ESL ), U.S. citizenship, parenting, older adults, short-term vocational, and programs for adults with disabilities.

In addition, NOCE offers a wide selection of community education courses such as Kids’ College and Teen Program, fitness, home decorative arts, business skills and fine/applied arts. NOCE offers adults (18+) the opportunity to earn a high school diploma as well as nearly a dozen career education certificates. Tuition-free noncredit career certificates include the areas of administrative professional, early childhood education, electrical technology, funeral service assistant, management, medical assistant, pharmacy technician, and quality assurance for medical devices.

NOCE serves more than 15,000 students annually, ranging from preschoolers to seniors, at three Center locations in Anaheim, Cypress, and Wilshire (Fullerton) as well as over 100+ community-based locations in partnership with K12 schools, churches, community centers, senior centers, skilled nursing facilities and rehabilitation centers. NOCE is proudly accredited by the Accrediting Commission for Schools, Western Association of Schools and Colleges. NOCE is a stand-alone institution, serving as the noncredit arm of the North Orange County Community College District, which also includes credit-based Cypress College and Fullerton College. NOCE ESL and Citizenship is a fast-paced, growing department with three main sites and 12 off-site locations throughout North Orange County, plus Distance Education offerings. As the coordinator of our ESL Community Engagement Team (“CE Team”), this position provides leadership and guidance to ESL community liaisons and Student Services Specialists focused on outreach, promotion, and retention.

This position is responsible for coordinating one or more student services program activities; implementing policies and procedures; and performing a variety of complex program coordination duties, which may include research, facilitation, coordination of a student service program as assigned including budget functions in the absence of the designated Administrator to assure efficient operations.

Coordinates program activities, which may include orientation, outreach, research, and other functions; coordinates daily events with designated Administrator to ensure timely and appropriate coordination of program and office activities; ensures that work is performed in a competent and timely manner.

Ensures implementation and maintenance of established District policies and procedures; ensures compliance with state and federal laws, policies and procedures related to student program; assists in the development of District policies and procedures, which may include projects, policy manuals, training guides, and scheduling protocols as necessary.

Serves as a resource to designated administrator; schedules meetings, events and appointments; prepares agenda items; maintains records and supplies; receives and processes incoming mail. Makes decisions within established policies and procedures in the absence of designated administrator. Coordinates in the development and implementation of SLOs/SAOs and program review.

Develops and coordinates outreach services, including communication with high schools, colleges, professional organization and community organizations. Develops and coordinates outreach, informational materials, trainings, and workshops.

Attends meetings, conferences, orientations, outreach activities, and seminars to make presentations regarding program policies and procedures. Answers questions and provides technical expertise to assist public, students, and staff regarding assigned student services programs.

Designs and implements related electronic platforms and applications to advance the program of assignments, which may include various coding and configurations to achieve necessary deliverables.

Provides information and guidance to students, faculty, staff, and public in a designated area of student services. Assists students in completing college related forms. Coordinates communication and collaboration with other District departments and personnel, governmental agencies, private agencies and vendors.

Gathers data and prepares statistical reports as directed; ensures compliance with applicable rules, regulations, policies and procedures, and state and federal laws; maintains a variety of difficult and complex documents records, statements and reports.

Assists in the preparation and monitoring of programs/department budgets; processes budget transfers and prepares journal entries; monitors budget activities of assigned categorically funded programs; prepares expenditure and progress reports as required by funding agencies.

Audits program documents to assure accuracy, completeness; conduct research to resolve discrepancies as necessary.

Supervises, trains, evaluates and directs the work of assigned staff as directed.

Learns and applies emerging technologies and advances as necessary to perform duties in an efficient, organized, and timely manner.

Participate in District/College efforts to increase the diversity of faculty and staff and to address student achievement gaps; active assistance in the creation of a welcoming and inclusive work and educational environment; attend and participate in diversity, equity and inclusion trainings and events.

Performs related duties as assigned.

This position requires a valid driver’s license. Incumbent may be required to travel off site for business reasons. All employees driving personal, leased, or district-owned vehicles for District related activities must certify possession of a valid Driver’s License. Minimum Qualifications

MINIMUM QUALIFICATIONS

Sixty (60) semester units and five (5) years of experience or Bachelor’s degree from an accredited institution, preferably in a field related to the assignment.

Three years of increasingly responsible professional experience within an environment with high emphasis on customer service and program coordination, preferably in an educational setting.

Experience establishing and maintaining community partnerships, preferably in North Orange County.


Familiarity with graphic design and social media marketing.


Experience collecting and reporting data for informed decision making.

Evidence of experience in working with the public in a customer service role.


Bilingual, particularly (but not limited to) Spanish, Farsi, Vietnamese, Korean, Arabic, or Chinese.


Experience using the following systems and/or related instructional software: Microsoft Office 365 (Outlook, SharePoint, Teams, Excel), Canvas, Zoom; familiarity with Banner, iTendance, TOPSPro.

Demonstrated knowledge and understanding of the barriers faced by immigrant and first-generation students.

Prior experience in approaching work and interactions with colleagues and clients in an equity minded manner. Ability to provide an inclusive and welcoming work/educational environment.
