Responsibilities

• Serves as the human resources liaison with the civilian personnel office, Division, and USACE Headquarters to support to maintain an effective workforce-management program for the district
• Applies thorough, accurate, and careful review to personnel actions and documentation to ensure compliance, prevent errors, and maintain the integrity of workforce-management processes.
• Oversees DoD Performance Management Appraisal Program (DPMAP), tracking district wide performance management for timely and accurate processing.
• As a subject matter expert, advises and trains supervisors and staff on the hiring process leading up to selection, as well as on the onboarding process.
• Understands district workforce and workload requirements and conducts research to attain staffing trends, attrition patterns, engagement-survey insights, retention risks, supporting the development of both short- and long-range human capital plans.
• Advises personnel on procedural and policy matters across workforce-management functions.
• Provides recommendations that significantly influence management decisions on staffing requirements, workforce resources, program objectives, and emerging issues.
