Job summary

City of Grapevine seeks a seasoned Utility Billing Manager to oversee utility billing for water, sewer, trash, and storm-water invoicing in the Fiscal Services division. The role includes managing billing records, collections, and related accounting tasks.

A bachelor's degree in accounting or related field and GAAP knowledge for local government are required, with supervisory responsibilities and strong customer service skills.

Qualifications

• Bachelor's degree in accounting, business, or related field plus three years of increasingly responsible customer service experience involving public services such as utilities or an equivalent combination of education, training and/or experience.
• Knowledge of accounting principles and practices, financial analysis techniques, and budgetary policies; municipal government experience preferred.
• Experience with Laserfiche and/or OpenGov is preferred; CPA/MBA are assets.

Responsibilities

• Oversee preparation of utility bills for water, sewer, trash, and storm-water, including meter readings, payments, and customer information.
• Record, post payments and prepare journal entries.
• Process work orders to disconnect for nonpayment and reconnect after payment.
• Review records to identify discrepancies and approve account adjustments.
• Investigate and resolve customer complaints in a professional manner.
• Supervise assigned staff and coordinate scheduling, training and performance evaluations.
• Ensure GAAP compliance for municipal government accounting and assist with ACFR preparation.
