Job summary

Serco Inc. seeks a PIF/SDF Manager to coordinate investment governance for the Submarine Industrial Base.

You will guide cross-functional teams through intake, evaluation, and execution of DoW/Federal programs, aligning investments with SIB priorities and producing clear leadership recommendations. The role requires a DoW Secret clearance, 10+ years of related defense experience, and strong program management, governance, and analytical skills to improve supplier capacity and submarine

Qualifications

• Bachelor's degree in Engineering, Business Management, Supply Chain Management, Operations Management, Finance, Acquisition, or related discipline.
• The ability to obtain a U.S. Department of War (DoW) Secret security clearance.
• Minimum 10 years’ experience with large, complex DoW or Federal programs, industrial base initiatives, investment portfolios, or supply chain programs.
• Experience collaborating with cross-functional teams supporting NAVSEA, Team Submarine, major defense acquisition programs, or industrial base initiatives.
• Experience supporting the development of project or investment portfolios, including project planning, prioritization, governance, schedules, risk management, and execution oversight.
• Knowledge of DoW acquisition, industrial base investment, project governance, financial controls, quality management, and contract execution.
• Experience briefing senior Government executives, SESs, and Flag Officers and developing executive-level decision support products.

Responsibilities

• Support the SIB Supply Chain PIF/SDF investment portfolio from intake through evaluation, prioritization, approval, and closeout.
• Provide technical and coordination guidance to cross-functional teams supporting investment planning and execution.
• Draft and maintain PIF/SDF governance processes, investment schedules, milestones, and risk plans.
• Analyze program and resource requirements to develop recommendations.
• Facilitate concurrent investment actions prioritizing impact, risk, and funding.
• Coordinate with NAVSEA, contracting, shipbuilders, suppliers, and stakeholders to advance investments.
• Review investment packages for completeness and compliance with customer requirements.
• Prepare executive investment recommendations, memoranda, and portfolio status briefings.
