Qualifications

• Bachelor’s degree in human resources, business administration, public administration, education, or a related field.
• Five or more years of progressively responsible experience in human resources, school staffing, educator recruitment, or a related field.
• Demonstrated experience using HRIS, applicant-tracking systems, spreadsheets, and reporting tools.

Responsibilities

• Advise administrators and HR leadership on staffing provisions within collective-bargaining agreements, including seniority, certification, assignment, transfer, layoff, and recall requirements.
• Assist the Director of Strategic Staffing with administration of the annual certificated staffing cycle, including vacancy management, offers, placement, transfer, reassignment, excessing, layoff, recall, and onboarding coordination.
• Manage internal transfer, voluntary reassignment, excessing, displacement, recall, and placement processes in accordance with negotiated agreements and district procedures.
• Interpret and apply staffing-related provisions of collective-bargaining agreements, board policies, and administrative guidelines; elevate complex or precedent-setting matters to the Director of Strategic Staffing.
• Maintain accurate position-control and vacancy data; reconcile authorized positions, employee assignments, FTE allocations, funding sources, vacancies, leaves, and projected staffing needs.
• Collaborate with stakeholders (e.g., payroll, benefits, finance, special education, curriculum, student services, labor relations, labor partners, and school leadership) to resolve staffing and assignment issues.
