Job summary

STV is seeking a highly skilled Right-of-Way (ROW) Project Manager to lead planning and management of ROW acquisition for major infrastructure projects in the Fairfax, VA or Washington D.C. area.

You will oversee strategies, budgets, schedules, and regulatory compliance while coordinating with engineers, landowners, and government agencies. The role requires a track record in ROW management, especially for large-scale public transit projects, plus strong negotiation, communication, and

Qualifications

• Bachelor's degree in urban planning, Real Estate, Civil Engineering, or a related field.
• Minimum 8-12 years of experience in right-of-way acquisition, land use planning, or related fields.
• In-depth knowledge of federal, state, and local regulations related to right-of-way acquisition processes.
• Excellent negotiation, communication, and interpersonal skills.
• Proficient in project management software and tools.
• Ability to manage multiple projects simultaneously and work under tight deadlines.
• Professional certification in right-of-way (RWP, SR/WA) or project management (PMP) is a plus.

Responsibilities

• Develop and implement comprehensive ROW acquisition strategies aligned with project goals and timelines.
• Coordinate with engineers, environmental specialists, government agencies, landowners, and legal teams for seamless execution.
• Manage schedules, budgets, and resources to meet milestones and deliverables.
• Serve as primary liaison for government agencies, utilities, and community groups; conduct public meetings.
• Lead and mentor ROW/relocation teams, provide training, and ensure regulatory compliance.
• Oversee documentation of ROW transactions, agreements, and project activities; prepare reports for management.
