Job summary

Flow is seeking a Strategic Procurement Manager to support the commercial lifecycle of real estate development projects. You will quantify, estimate costs, and coordinate procurement, tendering, bids, and contract administration to keep projects within approved budgets.

The role requires a Civil Engineering or Quantity Surveying background with 5–8+ years in procurement, plus experience in large-scale real estate development and BIM standards.

Qualifications

• Bachelor's degree in Civil Engineering or Quantity Surveying required.
• 5–8+ years of experience in quantity surveying and/or procurement.
• Experience in mid- to large-scale real estate development and with developers, PMCs, or tier-one contractors.
• Multi-disciplinary quantity take-off experience (Civil, Interior, MEP).
• Familiarity with international contract forms, including FIDIC.
• Proficiency with BIM standards (ISO 19650, PAS 1192).

Responsibilities

• Prepare quantity take-offs and assist in BOQs and cost estimates.
• Support FF&E procurement and coordination, including take-offs, supplier sourcing, quotation comparisons, and delivery tracking.
• Review drawings, specifications, and scope of works.
• Monitor project costs, budgets, and variations.
• Support interim valuations, payment applications, and final accounts.
• Maintain records of quantities, costs, and project documentation.
• Source, prequalify, and coordinate with suppliers and subcontractors.
• Prepare RFQs and obtain quotations, follow up for timely responses.
• Prepare technical and commercial comparison statements.
• Support negotiations and purchase orders and subcontract issuance.
• Coordinate with site and planning teams to ensure timely material delivery.
• Liaise with engineers, site teams, consultants, and vendors.
• Track procurement status and maintain procurement logs and cost records.
