Job summary

TYLin is seeking a Major Pursuits Capture Strategist within the Marketing and Communication Team to lead the end-to-end opportunity capture process for must-win opportunities, shaping win themes and strategies for large procurements.

In collaboration with CAM teams, technical groups, and the Pursuits + Work Winning team, the Senior Manager positions TYLin to win and drive outcomes across complex bids, aligning with executive sponsors and client stakeholders.

Qualifications

• Bachelor’s degree and 10+ years in proposal management, capture strategy, or business development.
• Demonstrated success leading capture planning processes for large, complex pursuits.
• Experience with public-sector procurement processes.
• Strong strategic thinking and competitive positioning skills.
• Executive-level communication and facilitation skills; advanced project management capabilities.
• Ability to influence without direct authority.
• Understanding of infrastructure delivery models (Design-Build, Design Bid Build, Construction Manager/General Contractor, etc.).
• High attention to detail with strong deadline management.

Responsibilities

• Lead end-to-end opportunity capture for identified must-win opportunities.
• Collaborate with CAM teams, sector leaders, and growth leaders to identify viable opportunities and lead assessments.
• Coordinate pursuit strategy workshops and alignment sessions with stakeholders.
• Oversee proposal development and participate in formal reviews to ensure a winning story.
• Provide interview coaching and presentation preparation to improve delivery.
• Coordinate cross-functional teams and engage executives at key milestones.
• Track pursuit metrics and maintain pipeline visibility.
