Job summary

TYLin is seeking a Major Pursuits Capture Strategist to lead the end-to-end opportunity capture process for high-value, strategic pursuits. You will collaborate with CAM, technical teams, and senior leaders to position the firm to win large procurements and grow the pipeline.

Responsibilities include developing capture plans, Go/No-Go decisions, client insight gathering, and coaching interview teams. A 10+ year track record in proposal management is required.

Qualifications

• Bachelor’s degree in marketing, communications, engineering, or related field.
• 10+ years of experience in proposal management, capture strategy, or business development, preferably in architecture, engineering, construction, or professional services.
• Demonstrated success leading and managing capture planning processes for large, complex pursuits.
• Experience working with public-sector procurement processes.
• Strong strategic thinking and competitive positioning skills.
• Executive-level communication and facilitation skills.
• Advanced project management capabilities.
• Ability to influence without direct authority.
• Strong understanding of infrastructure delivery models (Design-Build, Design Bid Build, Construction Manager/General Contractor, Public-Private Partnership, etc.).
• High attention to detail with strong deadline management.

Responsibilities

• Identify viable opportunities and lead opportunity assessment.
• Lead Go/No-Go determinations with technical teams.
• Coordinate pursuit planning, client engagement, and win strategy development.
• Manage cross-functional teams and schedules across CAM, technical, and marketing.
• Coach interview teams and tailor the winning story for interviews.
• Track pursuit metrics and drive continuous improvement.
