Job summary

TYLin is recruiting a Major Pursuits Capture Strategist for its Marketing and Communications Team. This role leads end-to-end opportunity capture for must-win opportunities, collaborating with CAM, technical teams, and the Pursuits + Work Winning group to position the firm for winning large, competitive procurements.

Responsibilities include developing capture plans, managing Go/No-Go decisions, coordinating proposal development, and coaching interview presentations.

Qualifications

• Bachelor’s degree in marketing, communications, engineering, or related field.
• 10+ years of experience in proposal management, capture strategy, or business development.
• Demonstrated success leading capture planning processes for large, complex pursuits.
• Experience working with public-sector procurement processes.
• Strong strategic thinking and competitive positioning skills.
• Executive-level communication and facilitation skills.
• Advanced project management capabilities.
• Ability to influence without direct authority.
• Strong understanding of infrastructure delivery models (Design-Build, Design Bid Build, Construction Manager/General Contractor, Public-Private Partnership, etc.).
• High attention to detail with strong deadline management.

Responsibilities

• Pursuit Strategy and Leadership: Partner with CAM teams and Sector and growth leaders to identify potentially viable key opportunities, and lead Opportunity Assessment for each.
• Capture Planning: Set up Capture Plans to organize opportunity assessment, go/no-go evaluation, client intelligence, positioning analysis, and win strategies.
• Drive evolution of capture plans through the lifecycle with updates and decisions.
• Go/No-Go: Implement iterative decision-making and revisit decisions as needed.
• Conduct project and client research, risk assessment, SWOT and competitor analysis.
• Lead client influencer mapping and engagement for win themes and team strategy.
• Proposal Development Oversight: Oversee capture planning intel to Proposal Team and participate in reviews.
• Interview Coaching and Presentation Preparation: Improve stage setting and executive presence in interviews.
• Stakeholder Coordination: Align cross-functional teams with Client Account plans and strategies.
• Performance & Reporting: Track pursuit metrics and lessons learned.
