City of Signal Hill is seeking a collaborative, service-oriented Human Resources Manager to serve as the City's technical human resources expert and trusted advisor to executive leadership.

Qualifications

• Bachelor's degree in Human Resources Management, Public Administration, or Business Administration.
• Five years of progressively responsible public sector HR generalist experience.
• Two years of supervisory experience.
• Experience serving as Chief labor negotiator and knowledge of the Public Employees' Retirement System desirable.

Responsibilities

• Oversee recruitment and selection, employee and labor relations, classification and compensation.
• Administer performance management, benefits, policy development, and organizational development.
• Direct HR compliance, personnel investigations, wellness initiatives, and workers' compensation and risk management coordination.
• Partner with department leaders to foster an engaged workforce and deliver responsive HR services throughout the organization.
