Job summary

The State of Nebraska, Health & Human Services (DHHS) Division of Operations is seeking a Procurement Manager to oversee a major unit within the Office of Procurement and Grants in Lincoln. This role provides administrative direction for complex programs with statewide impact across Nebraska.

You will supervise procurement staff, coordinate with legal, program staff, vendors, and state/federal agencies to ensure compliant procurement actions, and lead process improvements and reporting to OPG

Qualifications

  • Bachelor’s degree in business administration, procurement, supply/inventory operations or related field AND six years procurement experience with at least two years of supervision.
  • Master’s degree in Public Administration, Business Administration or relevant field and 10+ years of procurement leadership experience; CPPB preferred.

Responsibilities

  • Supervise, train, coach, and provide technical guidance to Procurement Contracts Officers.
  • Assign, prioritize, balance, and monitor team workload to ensure timely, compliant procurement actions.
  • Review solicitations, amendments, renewals, and contract documents for accuracy and compliance.
  • Lead competitive procurement activities, including RFPs, RFQuals, RFIs, bidding, evaluation, and awards.
