Job summary

The City of Scotts Valley is seeking a capable HR professional to plan, organize, supervise, and manage human resources programs, policies, and activities. You will advise managers, resolve departmental personnel issues, and perform research and analysis for the Administrative Services Director.

The role requires comprehensive knowledge of human resources laws and regulations, with duties spanning recruitment, payroll, benefits, training, and employee relations.

Qualifications

• Bachelor’s degree in HR, business or public administration and three years of HR experience
• Knowledge of personnel laws, regulations, and labor relations
• Experience supervising staff or coordinating HR activities

Responsibilities

• Plans, organizes, supervises, and manages HR programs, policies, and activities
• Advises managers on personnel issues and labor relations matters
• Maintains confidential employee records in compliance with laws
• Performs payroll data processing and audits timekeeping records
• Supports recruitment, classification, and pay studies
• Assists with investigations of harassment or prohibited practices
• Coordinates staff development and training for the City
• Provides customer service to internal and external customers
