Job summary

City of Spokane Valley seeks an accomplished Human Resources Director to lead complex HR programs, advise top City leadership, and guide staffing strategy. The role emphasizes labor relations, policy development, and risk mitigation with a customer-service oriented mindset.

The ideal candidate will have a four-year degree in a related field and at least five years of progressive HR experience, preferably with labor relations, compensation, and policy development in Washington State.

Qualifications

• Graduation from an accredited four-year university with a degree in Human Resources Management, Public or Business Administration or closely related field.
• Minimum of 5 years of increasingly responsible human resources management experience including labor relations, position classification and compensation, recruitment, policy development and performance management.
• The most competitive candidates will possess a senior-level HR Management certification and Washington State HR program experience.

Responsibilities

• Plan, organize, and manage the City’s human resources programs as a complex managerial role.
• Advise the City Manager and Deputy City Manager on HR strategies and staffing needs.
• Serve as chief labor relations negotiator with department directors and leadership to formulate proposals and resolve grievances.
• Maintain and administer compensation, benefits, and retirement plans; review pay increases and employment matters.
• Act as Risk Manager coordinating with City leadership to minimize risk exposure.
• Model servant leadership with a customer-service mindset and solve employment and risk-management challenges.
